The City of Norfolk’s Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. NDHS is committed to providing such comprehensive support to its citizens.
The Finance Unit within Administrations and Operations plays a pivotal role in the functioning of NDHS. This division is seeking to hire an Accounting Technician III, who performs and maintains the daily accounts payable cycle activities associated with services of Norfolk Department of Human Service. Their goal is timely and accurate recording of financial transactions and processing of invoices. The incumbent will report directly to a Fiscal Manager II.
Departmental Hiring Salary Range: $41,231.00- $47,415.65
Essential Functions
Performs financial duties by processing transactions and preparing checks for distribution; verifies payments; process invoices, purchase orders, credit orders, OTOs, requisitions, vouchers, and other documents for payment.
Enters data into complex computerized financial systems; reconciles accounts; processes journal entries and invoices; maintains files; reviews invoices for payment and consults with vendors regarding accounts in a timely, accurate, and professional manner.
Functions in a high-volume, demanding office environment and handles multiple priorities with ease while maintaining professional rapport at all times.
Researches, compiles, assimilates, and prepares confidential and sensitive documents/reports, and briefs the fiscal leadership regarding content.
Provides information and/or documentation to outside auditors, federal/state/local government regulators, and other agency stakeholders, as requested by management. ·
Responsible for accurate record retention in compliance with Federal/State/Local guidelines.
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Two years experience in bookkeeping or accounting.
Additional Information & Requirements
Work Schedule: Monday through Friday, 8:30AM-5PM
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
