The primary purpose of this position is to work manage the Airfield Operations and functions as the Quality Control Evaluator to ensure effective support of the base and transient flying missions and overseeing the airfield management contract. Responsibilities Furnishes pilots with a full range of services pertinent to pre-flight planning. Provides en-route and post-flight information for all inbound aircraft; determines when aircraft are overdue and initiates search and rescue. Inspects and/or checks the airfield for flying safety hazards to include compliance with airfield criteria, aircraft foreign object damage. Responsible for the effective operation of flight data and airfield activities during the shift of duty. Will serve as the Wing Airfield Driving Program Manager. Education: Completed a 4-year course of study leading to a bachelors degree or other fields related to the position with a Major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. Additional qualfication EXPERIENCE: Applicants must have at least 3 years general experience of which one year equivalent to the next lower broadband (NH-01), or next lower grade GS-4 or equivalent in the Federal Service. An example of creditable general experience is described as: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. Plan and organize work; and communicate effectively orally and in writing, familiarity with Federal, State, and municipal regulations governing the maintenance of inventories and cost computations. Must also have knowledge of airfield operations and flight planning principles, practices, procedures and regulations governing airfield management, airfield conditions and safety factors for imposing restrictions to aircraft operations and issuance of notices, and an understanding of terms used in systems to preclude pilot misunderstanding or airspace violations. Knowledge of applicable DoD, FAA, and ICAO air traffic system laws, rules, regulations and procedures required for the safe conduct of flights within the NAS and overseas. 2. Knowledge of air traffic system routes, capabilities and limitations of navigational aids, terrain topography, terminal instrument procedures, airspace restrictions and management, and local air traffic system procedures. 3. Knowledge of aircraft flight characteristics configuration which allows for appropriate response to in-flight and ground emergencies. 4. Knowledge of airfield criteria, conditions and safety factors that provide a basis for imposing restrictions to aircraft operations and issuance of NOTAMs. 5. Skill in the use of flight planning equipment for transmitting CONUS and ICAO flight plans and messages in proper format. 6. Skill in radio/telephone procedures, message and report preparation, and notification procedures. 7. Skill in operations of computer systems in order to process NOTAM and flight plan information. 8. Ability to select pertinent information from the data available and impart it in a comprehensible manner to aircrew. 9. Ability to determine type and nature of emergency situations so appropriate response actions can be initiated. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
