POSITION DESCRIPTION:
Develops and executes work plans to support in-house research in the laboratory and field including evaluation of new or improved asphalt materials, construction techniques, and testing methods. Compiles, analyzes and evaluates test data, and prepares technical reports documenting research activities, findings, and conclusions. Develops contracted research project scopes, requests for proposals, and provides a detailed evaluation of proposals, work plans, and deliverables. Participates in laboratory and/or field-testing activities as necessary. Participates in the implementation of research findings.
Designs and executes statewide training sessions, modules, and workshops (both face to face and virtually) for asphalt materials, construction techniques, and testing methods. Develops technical presentations for audiences of varying technical backgrounds, on various topics related to asphalt materials and asphalt pavement construction. Organizes, schedules, and coordinates training activities for internal and external customers as needed.
Provides technical support and expertise to Department staff, Industry, and other customers in the resolution of problems in asphalt laboratory operations, production/construction, and in the design/rehabilitation of asphalt pavements. Performs and documents Independent Assurance evaluations on District staff as described in Department procedures and the Federal Aid Policy Guide.
Creates, revises, and maintains Department specifications, procedures, manuals, and test methods in asphalt materials. Drafts technical documents, addresses any comments and concerns, and ensures execution. Monitors and ensures implementation of the new/revised initiatives.
Inspects asphalt binder supply locations and asphalt mixture production facilities for compliance with all applicable Quality Control, Specification, and other procedural requirements. Prepares technical reports of inspections, resolution, and presents findings with applicable parties.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of asphalt binders and asphalt mixtures. Skill to operate a personal computer for word processing, spreadsheet, and database applications. Ability to analyze and interpret engineering data. Ability to solve problems relating to engineering. Ability to perform engineering inspections. Ability to apply engineering quantitative techniques. Skill to present technical information verbally and in writing. Ability to plan, organize and coordinate work assignments. Ability to establish and maintain effective working relationships with others. Ability to work effectively in team settings. Ability to lift up to 50 lbs.
OTHER JOB RELATED REQUIREMENTS: Travel as required by section activities.
MINIMUM QUALIFICATIONS:
High school diploma or equivalent. Prior experience using engineering or manufacturing tools, equipment and/or instruments; prior experience operating a personal computer for word processing, spreadsheet, and/or database applications; and prior experience with evaluating construction materials.
