WSP is initiating a search for our Traffic and Intelligent Transportation Systems (ITS) Technical Excellence Center (TEC) Lead for our Midwest Region Transportation practice. The position affords the flexibility to be based out of any of our Midwest offices.

The regional Traffic and ITS TEC Lead is a member of WSP’s Midwest Region Transportation Leadership Team responsible for providing leadership and career growth opportunities to a talented group of 60 professionals spanning all career levels working across our portfolio of transportation projects. The regional Traffic and ITS TEC Lead will bring to the position a background in Traffic & Safety Engineering and Intelligent Transportation Systems (ITS). The primary function of the regional TEC lead is to focus on the Traffic and ITS team’s success – leading, training, growing and mentoring staff to build our technical Traffic and ITS team across the region. Regional TEC Leads have an opportunity to impact all elements of our business and contribute to WSP’s success through management, guidance, influence and mentoring. In addition, you will focus on delivering client projects as a project manager and technical lead with a keen focus on identifying opportunities for growing the practice through client relationships, business development activities and project pursuits that will help to further strengthen our presence in Midwest markets.

Your Impact

Provide leadership, oversight, mentoring and overall management of approximately 60 professionals within the Midwest Region Traffic and ITS team.

Collaborate directly with Regional Transportation Business Line Leader, Region Operations Leader, Local Business Leaders, and Local TEC Managers to understand project performance of traffic and ITS staff and identify training opportunities and corrective actions needed to improve project delivery, quality and financial performance.

Facilitate development of staff, insuring staff has proper training and that the right staff are in appropriate positions based on skill set. Identify opportunities for staff growth and succession plan within the TEC.

Lead growth and development of the Traffic and ITS teams, collaborating with the local TEC leads, Local Business Leaders, meeting with clients to develop and expand work, and strategic teaming partners.

Manage TEC budget; including, development of annual and quarterly forecasts for direct and indirect labor estimates by staff, actively monitor and control indirect labor budget and overhead expenditures to drive higher direct labor through staff workload management to meet regional and business line goals.

Identify opportunities for Traffic and ITS service offerings in existing and new markets, work with the talent acquisition team to identify key hires and grow our business.

Facilitate workload planning and workshare opportunities between offices throughout the Region and oversee project delivery across the region.

Coordinate with other Regional Traffic and ITS TECs throughout the country to identify workshare opportunities.

Manage tasks as part of project development, including technical analysis, plan and report production.

Interface with staff from a range of other disciplines (civil, planning, structures, geotechnical, facilities, etc.) to support a diverse range of projects across business lines.

Improve overall quality and delivery of projects throughout the Traffic Engineering and ITS discipline.

Assist in supporting agency coordination, permitting, and public participation activities.

Perform a range of marketing and business development activities within the region, including gathering client intelligence, leading pursuits and proposal development, presentations, manpower and fee estimates.

The Traffic and ITS TEC Lead must be able to excel in staff leadership, technical, business development, marketing, and project management roles. Experience working in the Midwest market areas is a necessity!

Who You Are

Required Qualifications

Bachelor’s degree in Civil Engineering, Electrical Engineering or other related field

Minimum of 12 years of experience in transportation and infrastructure projects

Minimum 5 years leading, managing and mentoring teams of Traffic and ITS engineers and technicians

Proven ability to plan and monitor staff workload

Experience mentoring and developing technical capabilities of mid-level and junior staff

Strong verbal and written communication skills

Proven success in a leadership role

Strong interpersonal and team building skills

Experience as a Project Manager leading complex Traffic and/or ITS projects

Strong technical skills relevant to traffic or ITS planning, design and analysis

Demonstrated success with marketing, business development, project pursuits, and proposal preparation

Demonstrated experience with State DOTs and local governments, contractors, transportation agencies and professional organizations

Demonstrated experience in managing the review and approval of documents and discipline-specific deliverables, certifications, processes, and plans in a multi-project environment is highly desirable.

Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP’s Code of Conduct and related policies and procedures

Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies

Preference given to local candidates

Preferred Qualifications

Master’s degree in engineering or related field

Professional Engineer (P.E.) license

Technical experience in the design and implementation of Intelligent Transportation Systems (ITS)

Professional Traffic Operations Engineer (PTOE) a plus

Recognized industry leader holding prominent role in professional societies such as ITE, ITS, ACEC, WTS, COMTO
