Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SURFACE MAINTENANCE MECHANIC INSPECTOR, Position Description Number D1285000 and is part of the PA Field Maintenance Shop 16, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a SURFACE MAINTENANCE MECHANIC INSPECTOR, WG-5801-11, you will inspect a large variety of heavy-duty mobile equipment (i.e., combat, tactical, etc.) and automotive vehicles (i.e., attack tanks, large cranes, tank retrievers, fire trucks, bridge transporters, armored vehicle launched bridges, bulldozers, road graders, crawler tractors, power shovels, self propelled earth compacting equipment, self propelled artillery, etc.). Inspect complex, interrelated mechanical, hydraulic, pneumatic, electronic and electrical systems, equipment and their components while in operation or in a standby condition. Inspect equipment to determine repairs needed. Utilizes established Maintenance Expenditure Limits (MEL) to evaluate economic feasibility of repair(s). Serve as inspector on Command Maintenance Evaluation Teams (COMET) and/or as a member of Maintenance Assistance and Instruction Teams (MAIT). Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Field Maintenance Shop # 16 AOC 2: NG employees in the DCSG4 (This includes Combined Support Maintenance Shop – West, Director of Logistics, State Surface Maintenance Office FMSs 2, 4, 5, 9, 16, 17, 24, 27, 28, 29, and 33, Combined Support Maintenance Shop – East and Unit Training Equipment Site) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently service in another branch of service who are willing to become members of the PANG AOC 6: Individuals with Prior Service or No Prior Service, who are not currently in any branch of service AND are willing to become members of the PANG Military Grades: ENLISTED: E1-E9 Supervisor for this position is SGM Gassert GENERAL EXPERIENCE: Experience or training which demonstrates knowledge of equipment to be able to do routine jobs, simple preventative maintenance tasks, and is able to use common tools and equipment in the line of work. SPECIALIZED EXPERIENCE: Application must demonstrate experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems. Experience which has provided a thorough knowledge of diagnostic equipment. Experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems. Experienced in testing, inspecting, and evaluating the work performed on vehicles, equipment and systems. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicants record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
