Summary This position is located in the Office of the Chief Communications Officer (OCCO), United States Patent and Trademark Office (USPTO), in Alexandria, Virginia. OCCO is responsible for all aspects of the agencys public affairs and communication activities. The incumbent serves as a Program Analyst in the Executive Support Branch of OCCO, providing direct support to the speechwriting program and team. The individual selected for this position will… You possess the knowledge to conduct thorough, comprehensive research and analyses on a wide variety of technical subject matter areas related to intellectual property, innovation, and entrepreneurship, frequently under tight deadlines. Youre eager to create and maintain a means, including but not limited to Excel spreadsheets and/or calendars, SharePoint and other collaborative tools to proactively track all speaking events involving the Director and Deputy Director of the agency, with an eye toward anticipating events that will require prepared remarks or talking points. You possess the ability to develop and maintain close working relationships with subject matter experts throughout the agency and stakeholder organizations to accomplish these objectives and to facilitate ease and speed of research. Youre able to create and maintain a database of current agency talking points and “building blocks” the speechwriters will use in preparing remarks for the Director and Deputy Director of the agency. Management and Program Analysis, Series 0343 Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-11. Specialized experience for this position includes: Experience supporting executives and/or senior leaders in internal and external communications. Experience researching and creating organized databases. Experience collaborating with diverse network of subject matter experts and senior leaders across organization under tight deadlines to obtain information used by executive/senior teams. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education may not be substituted for experience for this position.
