ASSISTANT DIRECTOR OF JUVENILE SERVICES

GENERAL STATEMENT OF RESPONSIBILITIES Under limited supervision, this position assists the Director in the overall management and administration of the Department of Juvenile Services. Provides departmental leadership and is responsible for maintaining operational standards for programs and developing systems to support and promote high performance strategies and to meet organizational needs, vision and values. Reports to the Director of Juvenile Services.
ESSENTIAL JOB FUNCTIONS Assists the Director in the overall management and administration of Secure Detention, Community Programs, and Administrative Services. Provides administrative oversight for departmental activities and functions. Assists with establishing innovative programs for addressing at-risk youth problems and concerns. May assist with preparing and maintaining departmental budget. Assists in establishing, developing, and implementing internal departmental organization and management systems to effectively meet operating goals, objectives, and priorities to meet City, departmental and regulatory authority needs. Assists in developing and evaluating internal policies, as well as operational procedures and standards. Advises on staff organization to effectively carry out departmental operations. Responsible for the effective supervision and administration of the Juveniles Services Division Managers. Supports systems for ensuring City and departmental personnel policies and procedures are appropriately administered. Responsible for assisting the Director with the departmental human resources functions including the employee relations and staff development programs. Assists with the investigative process of any unsafe, unusual, or criminal acts or conditions pertaining to residents, staff, or the facilities. Reviews all documents, contracts, and other materials to ensure accuracy. Research information requested by the City Managers Office, Department of Juvenile Justice, Hampton-Newport News Community Services Board, and other officials; directs studies in a variety of areas and presents reports and recommendations to City officials as needed. Performs other duties as assigned.

REQUIRED KNOWLEDGE Juvenile Justice – Knowledge of modern juvenile detention requirements, community programs and activities including research and analysis methodologies as well as behavior observation techniques, principles, theories and practices to include facility rules, juvenile law, regulations (to include knowledge of Prison Rape Elimination Act (PREA) requirements), applicable legislation, and crisis intervention. Knowledge of common safety rules, regulations, procedures and practices to include effective restraint techniques, basic first aid and CPR. Management of Personnel – Knowledge of leadership techniques, modern business principles to include strategic planning, related employment laws, and regulations. Knowledge of principles and procedures to assign work, schedule, supervise, train and evaluate the work of assigned staff. Knowledge of personnel recruitment, selection, and the use of human resources information systems. Customer Service – Thorough knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction.
