Summary The primary purpose of this position is to serve as Stock Fund Manager preparing and managing the Operating Budget (OB) for the Commander, 14th Logistics Readiness Squadron and monitors the squadrons Air Force Stock Fund. Responsibilities Serves as the functional point of contact for day-to-day budget/financial issues. Performs budget formulation work involving review and preparation of budget estimates and financial plans. Performs stock fund and Organizational and Maintenance (O&M) fund formulation work involving preparation of detailed analysis of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Receives Integrated Logistics System-Supply (ILS-S) reports on a scheduled basis for review and action, maintains surveillance on the impact of special levels on the Stock Fund Operations Program and recommends approval/disapproval of Stock Fund level requests/validations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, General Supply Series, 2001. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of well-established and commonly applied supply management principles, concepts and methodologies required in performing varied assignments, operations and/or procedures. Detailed, intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, and installation guides which apply to assigned organizations and programs, sources, types, and methods of funding for assigned organizations and programs (e.g. direct annual, multi-year, and no-year appropriations; apportionments; transfer of funds from other agencies; revenue form industrially funded operations; and/or refunds); and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. Knowledge and skill in the application of methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones (e.g., cost-benefit analysis, pro-rating revenues and costs among customers, planning¬ programming-budgeting, management by objective, decision theory, probability theory, linear programming, and inventory replacement theory. Practical knowledge of the missions, functions, goals, objectives, work processes, and sources of funding of budget activities in order to relate needs and accomplishments of serviced activities to anticipated and actual dollar figures in the budget. Knowledge of sources of factual information about the programs and finances of the assigned area of the budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data Analytical skill is required to interpret the source information and apply it to the budget. Knowledge of interrelationships of supply chain management concepts and regulations, policies, and precedents that affects MIPRs and Knowledge of supply management and inventory control systems, methods, and procedures to evaluate the impact of variables that influence the course(s) of action taken in resolving procedural issues involving conflicting program requirements. Knowledge of automated data processing concepts and systems capabilities to accomplish assigned budget functions. OR EDUCATION: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Supply Maintenance Activity Group (SMAG), Air Force Stock Fund as well as the Standard Base Supply System budget policies, precedents, regulations and guidelines and their interface with the budgetary, accounting and finance system. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations. Knowledge of base organizations, mission, function and program in order to relate estimates to established budget categories, and to identify trends in the receipt of revenues (i.e., reimbursements from customers) and commitment of funds which deviate from the budget forecasts. Ability to use computer operations, electronic communications, spreadsheet analysis, and data base creation and utilization to prepare reports, schedules, and statements. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
