The Supervisor, Facility Operations is accountable for coordinating, directing, and supervising the safe, environmentally responsible, efficient operation of the P66 facility located in Marysville, Michigan. Equipment includes, but not limited to: Underground caverns, above ground bullets and tanks, truck and rail racks, in-house and customer product measurement, and pipeline related equipment. The Operations Supervisor must demonstrate strong leadership within a represented work group, interpersonal communication across multiple departments, coordinate the scheduling of operations while upholding commercial needs, and technical skills in supervising the daily activities of the facility plant operators and maintenance crews to ensure the safety of personnel and surrounding communities with minimum interruptions to service.

Responsibilities May Include:

Demonstrating safety leadership while utilizing P66 safety programs to achieve desired results.

Overseeing direct supervision of represented operations personnel on across multiple shifts.

Overseeing control room operations and providing support as needed.

Managing assets of the facility equipment integrity which results in acknowledgement from stakeholders of meeting corporate responsibilities.

Ensuring efficient operation of the Marysville Hydrocarbon asset and multiple in-bound and out¬bound pipelines.

Promoting environmental stewardship to facility employees and contractors.

Assisting with the development and implementation of the Operations Manual, Maintenance and Reliability plan, and Emergency Response Manual.

Ensuring training and development needs of operations personnel are met. (OQs, CBTs Computer based training)

Leading and participating in emergency response and spill response activities.

Coordination of all required training utilizing Safety, DOT, and other company resources to maintain P66 compliance and all reporting agencies.

Knowledge of Incident Command System (ICS) structure, roles, and responsibilities.

Ability to serve assigned ICS role(s).

Assisting as needed for the PHMSA, EGLE, USEPA, and MIOSHA routine operations and security inspections.

Assuring all drill and exercise regulatory requirements are met.

Monitoring hydrocarbon specifications and ensuring measurement accuracy per P66 measurement manual.

Understanding and proactively responding to commercial, and pipeline needs.

Prioritizing facility pipeline, truck, and railcar movements.

Communicating routinely with scheduling team to ensure that changes are prioritized for customer needs.

Understanding and enforcing P66 policies and procedures.

Reviewing and updating facility Site Specific Procedures (SSP) as needed.

Reviewing for accuracy and approve operator timesheets.

Ensuring compliance with all DOT related documentation for products moving in and out of the facility.

Utilizing KMS system to manage the MOC process as it applies to area of responsibility.

Assuring operations compliance with all appropriate regulatory agency requirements. (EPA, PHMSA, EGLE, USEPA and MIOSHA) and maintaining associated records.

Required Qualifications:

Legally authorized to work in the job posting country.

High school diploma or GED equivalent.

Must maintain a valid drivers license.

18 years of age or older. (DOT HAZMAT requirement)

Intermediate level of proficiency in Microsoft Office systems.

Limited travel up to 10% of the time.

Preferred Qualifications:

3 or more years of experience in the pipeline and/or storage terminal operations.

Associate’s degree or higher in a technical related field.

2 or more years of experience with Lock-Out-Tag-Out or similar energy isolation programs, Safe work permitting such as Hot Work, Confined space, and Critical Lifting.

Computer proficient with Excel, Word, and SAP or other accounting platforms, iPads and Mobile Work Center.

Working knowledge of regulations as applicable to pipeline and terminal/storage operations (OSHA, DOT, TRRC, 33CFR, 49CFR, Title V Compliance)

Working knowledge of petroleum liquids measurement and pipeline operations at Phillips 66

2 or more years of supervisory experience of a represented workforce.

Midstream

Phillips 66s Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
