Job Summary

The Procurement CPSR Compliance Manager is responsible for monitoring procurement compliance, ensuring adherence to Contractor Purchasing System Review (CPSR) requirements, and supporting the continuous improvement of procurement processes. The role focuses on updating procurement policies, staying current with emerging regulatory changes (e.g., FAR/DFARS and other supplements), maintaining and updating as necessary Battelle’s purchasing system policies and related procedures templates and forms, and providing guidance and training on CPSR compliance requirements. This role is essential in supporting the organizations compliance efforts while driving efficiency and best practices across procurement activities.

This position is hybrid and is located near one of our offices in Chantilly, or Crystal City, VA or Columbus, OH.

Responsibilities

Compliance Monitoring and Policy Management:

Monitor procurement activities to ensure ongoing compliance with CPSR requirements, including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

Regularly review and update internal procurement policies, procedures, and guidelines to align with current CPSR requirements and best practices.

Ensure compliance with government purchasing standards by conducting periodic internal reviews of procurement records, purchase orders, and contract documentation.

Serve as the subject matter expert for all CPSR-related inquiries, offering guidance and support to the procurement team and other stakeholders.

Regulatory Updates and Emerging Trends:

Stay current with regulatory changes related to CPSR, FAR, DFARS, and other relevant procurement laws and regulations.

Conduct research and provide insights on emerging trends in procurement compliance, ensuring the organization is ahead of regulatory developments.

Communicate approved updates to procurement and management teams to ensure they are aware of and can adapt to new compliance requirements.

Proactively recommend process improvements to enhance procurement efficiency while maintaining compliance.

Audit Support:

Support internal and external audits, including CPSR audits led by the Defense Contract Management Agency (DCMA) or other regulatory bodies.

Assist in preparing necessary documentation and reports for audits and support audit teams in reviewing procurement processes.

Collaborate on post-audit activities, helping to develop and implement corrective actions based on audit findings.

Support Training & Development:

Collaborate with internal teams to develop and deliver training programs related to CPSR compliance requirements.

Provide ongoing support to procurement staff to ensure they understand and adhere to updated policies and regulatory changes.

Act as a resource for staff seeking clarification on procurement compliance, fostering a culture of transparency and accountability.

Ensure that training materials are regularly reviewed and updated to reflect the most recent regulatory guidelines.

Key Qualifications

Bachelors degree; 5 years’ experience in CPSR related procurement, subcontracting or compliance functions; or an equivalent combination of education and/or experience in a relevant field.
