Job Summary

The Procurement Compliance Manager is an individual contributor responsible for ensuring compliance with procurement regulations and best practices, specifically focusing on Grants, Other Transaction Authority (OTAs), Cooperative Agreements, and Commercial Procurements. This role monitors procurement activities, ensures the organization adheres to relevant regulatory and contractual obligations, and provides ongoing support to internal teams through policy updates, audit support, and training. The role emphasizes staying current on emerging regulatory changes, streamlining procurement processes, and ensuring compliance without compromising efficiency or organizational goals.

This position is hybrid and is located near one of our offices in Chantilly, or Crystal City, VA or Columbus, OH.

Responsibilities

Compliance Monitoring & Policy Management:

Ensure compliance with all relevant regulations and guidelines associated with grants, OTAs, Cooperative Agreements, and commercial procurements.

Regularly review and update procurement policies and procedures to reflect the latest regulations, agency guidelines, and industry best practices.

Provide guidance on the proper use of different procurement methods and agreements, ensuring appropriate application based on specific project needs and regulatory requirements.

Conduct regular internal reviews and assessments of procurement documentation to ensure compliance with established policies and legal requirements.

Regulatory Updates & Emerging Trends:

Stay current on regulations and policy changes impacting grants, OTAs, Cooperative Agreements, and commercial procurements, including those issued by federal and state agencies.

Communicate updates and their impact on procurement processes to relevant stakeholders, ensuring that the organization is proactive in addressing changes.

Recommend policy and process adjustments based on regulatory changes and industry trends to ensure compliance and operational efficiency.

Audit Support:

Support internal and external audits of procurement activities, ensuring compliance with grant and funding agency requirements.

Ensure procurement records, agreements, and supporting documentation are audit-ready, complete, and accessible for review.

Assist in preparing and submitting audit reports, providing necessary documentation and responding to auditor inquiries.

Collaborate with stakeholders to implement corrective actions identified through audit findings and ensure timely resolution of non-compliance issues.

Grants and Cooperative Agreements Management:

Oversee compliance with terms and conditions of grant agreements and cooperative agreements, ensuring that all procurement activities meet the funding agency’s requirements.

Ensure that proper procurement procedures are followed for purchasing goods and services using grant or cooperative agreement funds.

Maintain documentation of procurement actions, including vendor selection processes, cost/price analyses, and conflict of interest statements.

Provide support and guidance to program teams on procurement requirements related to grant and cooperative agreement compliance.

Responsibilities

OTA and Commercial Procurement Compliance:

Provide subject matter expertise on the unique requirements of Other Transaction Authority (OTA) procurements, ensuring compliance with terms while maximizing flexibility and innovation.

Ensure that commercial procurement processes comply with internal policies and applicable laws, particularly when engaging with non-governmental or private-sector entities.

Support the use of OTAs and commercial procurement methods to foster innovative solutions and partnership opportunities.

Monitor the execution of OTA and commercial agreements, ensuring adherence to negotiated terms, conditions, and performance requirements.

Support Training & Development:

Develop and deliver training programs to procurement and program teams on compliance requirements for grants, OTAs, Cooperative Agreements, and commercial procurements.

Ensure procurement personnel understand the differences between these various procurement methods and how to remain compliant with applicable rules.

Provide ongoing support to staff to ensure they are updated on regulatory changes, new policies, and compliance best practices.

Documentation & Risk Mitigation:

Ensure proper documentation is maintained for all procurement actions, including contracts, purchase orders, justifications, cost analyses, and vendor evaluations.

Identify and mitigate risks associated with procurement compliance, such as potential conflicts of interest, procurement fraud, or inappropriate use of funds.

Provide recommendations for improving procurement documentation and record-keeping practices to reduce the risk of non-compliance.

Support corrective action initiatives related to any identified procurement compliance issues.

Key Qualifications

Bachelors degree in Business or related field; minimum of 5 years experience in procurement or compliance with a focus on grants, OTAs, cooperative agreements and commercial procurements; or an equivalent combination of education and/or experience in a relevant field.
