Overview:
The Florida Gaming Control Commission (“FGCC”) is a five-member commission appointed by the Governor. The FGCC is charged with investigating and enforcing Florida pari-mutuel and gaming statutes and rules.
The FGCC’s Office of Pari-Mutuel Wagering, Office of Operations, is searching for a dynamic Pari-Mutuel Operations Specialist.
Position Responsibilities:
This position enhances administrative efficiency, productivity, and operational effectiveness of the Commission by combining specific responsibilities requiring complementary knowledge, skills, abilities, and experience while working in the State Licensing Office and assisting with administrative functions in the state detention barn under the direction of the Pari-Mutuel Operations Southern Region Manager in support to the FGCC’s Office of PMW Operations as follows:
Incumbent assists the FGCC’s PMW Operations licensing section with processing of occupational license applications, fingerprinting applicants using electronic fingerprinting equipment; processes license transfers, upgrades, and renewals to qualified applicants through utilization of the state’s licensing system in accordance with current policies and procedures as assigned and establishes positive working relationships with the PMW Operations personnel and facility employees.
Provides exceptional customer service to the facility, licensing applicants, and to the public. Observes, records, and reports all possible violations, complaints and incidents, and responds to complaints and inquiries lodged by racing/gaming patrons, licensees, and others in a timely and courteous manner.
Incumbent assists the Florida Gaming Control Commission’s Veterinarian Manager and the Detention Barn Supervisor in coordinating the functions of the state test/detention barn over the course of each authorized pari-mutuel racing performance. This position is responsible for assisting with documenting activities related to the collection, marking, preparation, custody and shipment of urine and blood samples collected from horses participating in pari-mutuel racing at Gulfstream Park pursuant to Florida Chapter 550 F.S., Section 75, F.A.C; the Horse Racing Safety and Integrity Authority’s ADMC Program and associated testing and training protocols as administered by the Horseracing Integrity and Welfare Unit subject to applicable Memorandum of Understanding.
Incumbent assists with placing timely orders for supplies and equipment to ensure efficient Detention Barn operations.
Incumbent assists with timely shipping of urine and blood samples to the Horseracing Integrity and Welfare Unit designated testing laboratory.
Incumbent appropriately responds to unscheduled assignments and or reassignments as requested and meets deadlines within a set timeframe. Incumbent completes all other duties and responsibilities that are reasonably assigned by the employer or its designated representative.
Incumbent adheres to the FGCC’s mission, vision and values, complies with all policies and procedures of the Office of PMW Operations and completes all training as required by their assigned supervisor.
This position is a career service position.
Note :This position requires the incumbent to be available to work three scheduled weekdays and all Saturdays and Sundays, except state observed holidays.
Required Knowledge, Skills & Abilities:
Knowledge of and ability to understand and apply applicable Florida Statutes, rules, policies, and procedures relating to the pari-mutuel industry.
Ability to collect, record, and verify data relating to the pari-mutuel industry.
Ability to use available technology to perform duties including computer software, hardware, and data systems.
Ability to communicate effectively orally and in writing.
Ability to work as a team to achieve results.
Ability to adapt to a changing environment.
Minimum Qualifications:
High School Diploma, or its equivalent.

Preferred Qualifications:
Verifiable experience and/or training or a combination of education and experience in the Florida regulated thoroughbred industry or issuing occupational licenses.
Verifiable experience applying Florida Statutes, rules, policies, and procedures.
Verifiable experience in Microsoft Word, Outlook, Versa, OnBase, and The Horseracing Integrity and Welfare Unit Post Race Sample Collection Data Base.
