Brief Job Description
This position is for the Vital Statistics Office and involves direct contact with the public, requiring independent decision making in responding to inquiries, filling requests for certified copies of birth and death records and providing assistance in completing necessary forms. The person in this position must be able to correctly interpret Chapter 382, Florida Statutes (Vital Statistics) to perform duties and to provide technical assistance to sub-registrars, hospital medical records personnel, funeral directors and physicians, with indirect supervision.
Duties & Responsibilities:
As a Deputy Registrar in the Vital Statistics Office, staff will handle direct inquiries from the public; answer telephone, provide prompt and courteous assistance to local sub registrars, hospital birth certifiers, funeral directors and staff, state and county agencies, law enforcement agencies, medical examiner personnel, Immigration and Passport agency officers, department directors, public and other agencies as needed.
Works with the public and therefore must be sensitive to the needs of the client as well as co-workers providing excellent customer service. Reviews applications submitted by the public, funeral homes, local, state and federal government, law enforcement and other agencies, etc. via mail, fax and walk-in to ensure completeness. Examine applications, identification and documentation to determine applicant’s eligibility for requested record, as designated by law (F.S. 382).
Issues certified copies of birth, death and fetal death certificates. Receives cash, checks or credit card payment for requested certificates; collects required fees, issue change and receipts to clients. When appropriate returns incorrect fees and/or request for additional information. Determine when to utilize form letters and/or forms from state office. Ensure all information for the applicant, documentation and identification, for requested record and safety paper numbers are entered in E-Vitals (Citrix) computer program to stay in compliance with finance and accounting procedures.
Responsible for balancing individual cash drawer and credit card machine at close of business each day. Prepare finance and accounting reports for the business office daily. Keep daily tally of certificates issued, clients served and search/verifications provided.
Assist with monthly inventory of safety paper at the beginning of each month; start new funeral home account on the last day of each month, transfer funds into new account; run funeral home usage report and reconcile with all requests submitted by funeral homes; on the first of each month remove all birth and death requests from current file and store for required 3 months as stated in the manual, upon at which time requests are shredded in accordance with records retention. When necessary, assist in contacting Electronic Birthing Facilities (EBRS) weekly to transmit birth log, reconcile against births registered in E-Vitals to ensure no fraudulent records have been filed. Contact hospitals immediately if there is a discrepancy, keep CDR informed of any discrepancies or hospital noncompliance.
