SUMMARY OF WORK: This position performs drafting and design of city projects, assists in issuing permits, enforces ordinances pertaining to the department, and makes inspections as required.JOB CHARACTERISTICS:Nature of Work: This position performs professional duties of engineering, drafting and design requiring attention to accuracy, detail, codes and regulations. Position may require work in adverse conditions and extreme temperatures. Hazards of position may include exposure to hazards of excavation and construction. Position travels to sites for inspections. Personal Contacts: Daily contact with the public and contractors.Supervision Received: Supervision as needed from the Assistant Director; position works mainly self-directed.Essential Functions: Position requires ability to: calculate; design; draw; maintain records; use CADD on a computer; read, know, understand, and explain complex building regulations and civil engineering principals; and communicate. Must be physically able to walk on uneven ground, climb, crawl, and lift and move up to 50 pounds.AREAS OF JOB ACCOUNTABILITY AND PERFORMANCE: • Makes mathematical computations in designing of civil and building projects for job quantities and cost estimates as well as structural computations for the enforcement of city and state building, plumbing, and mechanical codes.• Confers with builders, architects and contractors concerning the requirements of the building and zoning laws. Maintains records and prepares reports on work accomplished. Assists on inspection of buildings according to city and state building codes.• Works with a CADD system in the updating and transferring of City of Havre maps. Organizes and systematizes old plats and plans. • Assists citizens and city staff in need of utility information and contractors in need of technical engineering assistance.• Performs routine ownership research, utilizes legal descriptions and legal records.• Does drafting and research as well as assists in the computations for the City of Havres map and utility systems.• Prints plans and maps for the City of Havre and citizens.• Performs other related duties as required.JOB REQUIREMENTS:Knowledge: This position requires an extensive knowledge of: standard design and drafting techniques. Thorough knowledge of: computer aided drafting design; Uniform Building code and zoning ordinances; modern principles, standards, and methods of building construction including materials and equipment. Thorough knowledge of: civil engineering principals, inspection and surveying practices and procedures.Skills: This position requires skills in design, drafting, and writing.Abilities: This position requires the ability to: understand civil engineering principals, read and interpret plans and specifications; interpret proposed work from sketches and plans and to determine conformity to building regulations and zoning laws; have flexible cooperative personality; use good judgement in applying the building laws to actual situations; enforce rules and ordinances in difficult cases with good judgement, firmness and impartiality; follow safety procedures during inspections; communicate effectively orally and in writing; follow verbal and written instructions; establish effective working relationships with fellow employees, supervisors, and the public.EDUCATION AND EXPERIENCE:The above knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to:• A Bachelors Degree in Construction, Drafting, or Civil Engineering Technology.• Two years progressively responsible drafting and CADD, design, and inspection or engineering experience or equivalent combination of education and experience.• I.C.B.O. Certification preferred.• State of Montana Water Distribution License preferred.• Must possess a valid Montana drivers license.
