Summary This position is part of the National Archives and Records Administration (NARA), Federal Records Center Program (FRCP), National Personnel Records Center (NPRC). This position serves as the Senior Management and Program Analyst, and is responsible for a wide variety of administrative and program management activities supporting the Revolving Fund Program. Responsibilities As a Supervisory Management and Program Analyst, you will: Provide advice to the Center Director, Staff Director, and Assistant Directors, in the full scope of administrative, operational, and program issues related to the Revolving Fund Program. Participate in the overall planning, direction, and evaluation of the Revolving Fund Program. Conduct special research feasibility studies that utilize records maintained at the Center. Develop workload and cost estimates, and billing rate proposals, ensuring timely and accurate input for National service transactions using a combination of data sources. Review and evaluate operating procedures, work flow, resource management, automated systems, and space and equipment utilization. One year of experience refers to full-time work; part-time work is considered on a prorated basis. The work is primarily sedentary, although physical effort may be required; e.g., when researching records in the file area. Climbing of ladders and lifting of boxes weighing up to 30 pounds may be required. SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service, that is typically in or related to the position and which equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: Analyzing, evaluating and/or preparing financial reports to present to senior management; AND Utilizing computer-based software for data analysis and reporting; AND Drafting proposed revision to policies and/or procedures related to financial or acquisition operations; AND Utilizing contracting policies to carry out acquisitions for products and services. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
