The FirstNet Response Operations Group (ROG) supports our Nation’s first responders in providing, operating, and assuring critical voice, video, and broadband services for the full spectrum of public safety operations including coordination and direction of deployable FirstNet assets when the macro network is compromised or unavailable to public safety for any reason.
AT&T has an opening for Section Chief to support the FirstNet Response Operations Group in providing FirstNet deployable communication assets and/or alternative cellular and Wi-Fi communications solutions to first responders deployed in areas where there is limited or no cellular network availability.
Job Duties/Responsibilities:
ROG Incident Commanders operate 24x7x365 in responding to requests from public safety agencies. There are typically weekend and evening hours required that are rotated among the team members.
Pre-Incident:
Monitor email and online ticketing systems for reports of:
Emergency/unplanned network outage incidents affecting FirstNet customers.
Planned cell tower maintenance outages affecting FirstNet customers.
Requests for FirstNet deployable coverage for planned events (festivals, sports, parades, etc.)
Directly interface with leads from Network, External Affairs, Network Disaster Recovery, and AT&T Leadership
Build and maintain relationships with first responder agencies and professional associations.
Contribute to updates of the FirstNet deployable operations and requisition process.
Speak at trade shows, panels and events as requested by FirstNet leadership.
During Incident/Event:
Serve as the Response Operations Incident Commander during an incident/event activation.
Issue periodic situational awareness updates via email to FirstNet and AT&T leadership.
Communicate with FirstNet public safety agency Incident Commander or Communications officer as needed.
Set priorities and determine incident objectives and strategies to be followed.
Approve incident action plans.
Order demobilization as needed.
Ensure After Action Reports are completed.
Must be able to deploy to an emergency or disaster scenes which may require multiple day deployments and the ability to drive large vehicles that are up to 26,000 lbs.
Required Qualifications:
Bachelor’s degree or equivalent experience
At least five (5) years experience in Public Safety and/or the Military responding to emergency situations.
Excellent written and oral communications skills
Military or Public Safety experience in responding to emergency situations.
Demonstrated track record developing and maintaining relationships with public safety agencies.
Must Live within FEMA Region 7 which includes the States of Iowa, Kansas, Missouri, and Nebraska as the Assigned Section Chief Region

Demonstrated knowledge of mobile and core network operations
Demonstrated track record of transferring strategic thinking into tactical steps, with measurable outcomes.
Relationship Management
Critical business and technical decision making
Experience working with Municipal, County and State Government
