LOCATION AND POSITION INFORMATION:
This position is part of the Operations travel team, and isrequired to travel daily to complete projects both district-wide and sometimes statewide at various state parks and historic sites. The domicile for the team is located atJimmie Davis State Park in Chatham, LA.
This position will be filled as a promotion; you must be a current permanent employee of the State of Louisiana, serving in a Classified position, in order to qualify.
No Civil Service test scoreis required in order to be considered for this vacancy.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Four years of experience in the building construction trades or in building construction.
SUBSTITUTIONS:
A baccalaureate degree in architecture, engineering, industrial arts, or construction management will substitute for three years of the required experience.
SUBSTITUTIONS:
A baccalaureate degree in architecture, engineering, industrial arts, or construction management may be substituted for two years of the general and one year of the journeyman experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
NOTE:
Custodial building maintenance is not qualifying.
Job Concepts
Function of Work:
To plan, estimate, and schedule several large, overlapping maintenance or construction programs at a large state agency.
Level of Work:
Experienced.
Supervision Received:
General from a Planner/Estimator Supervisor, Hospital Maintenance Director 2 or 3 or Extended Care and Facility Maintenance Director 3 or 4.
Supervision Exercised:
Functional over skilled tradesmen or foremen as projects indicate.
Location of Work:
May be used by large state agencies, statewide.
Job Distinctions:
Differs from trades and crafts jobs by independent coordination and planning for multi-craft plans, specifications, and projects.
Examples of Work
The purpose of this position is to assist in maintaining all state park property and facilities in a safe and serviceable condition for visitors and staff. The Planner/Estimator will assist in evaluating facilities in the assigned District and reporting the condition and level of maintenance/repair required to meet agency standards and serving on complex projects to ensure that those standards are met. Position may serve as a technical specialist, based on the skills of the selected incumbent, for certain projects statewide (i.e. backflow prevention, splash pads, etc.).
55% Maintenance Administration
Inspects existing property & facility conditions to determine and recommend needed repairs, renovations, maintenance, and/or additions to bring property and facilities to agency standards and to ensure they are in compliance with regulatory codes. This includes architecture, utility systems, roads, paths, trails, and other improved/maintained areas.
Independent performance of unique, complex, and/or emergency assignments. Including writing specifications, drawing plans, contract administration, and labor as required to complete the project.
Develops project requests based on assessment of properties to include illustrations of the scope of work required, justification of need, cost estimates, and priority levels.
Compiles information required for the preparation of construction documents to include specifications, drawings, scope of work, budget projections, schedules, and quality requirements.
Advises/responds to emergencies on a 24-hour basis as required.
35% Construction Administration
Conducts project meetings to include the pre-bid, pre-construction, progress inspections, close-out, and warranty meetings.
Conducts inspections of Office of State Parks projects during all construction phases for compliance with the plans, specifications, schedule, park rules, and code compliance.
Attends pre-design conferences for the purpose of concept assimilation and evaluation, and requirements/data relating to the aesthetic and function of the proposed structure(s).
Performs labor as required to complete in-house construction, renovation, & major repair projects.
10% Agency Liaison-Major Construction/Renovation/Repair Projects
Maintains open communication with Facility Project Planners, Regional/District Managers, Maintenance Superintendents, and other administrative/field staff regarding district and assigned projects.
Provides technical assistance to District Managers, Maintenance Superintendents, Park Managers, etc. as required.
Provides technical assistance to local municipalities and other state agencies.
Serves as agency liaison with the Fire Marshalls Office and other regulatory agencies within assigned areas.
Performs customer service to a high degree of excellence and performs other related duties as assigned.
