Responsibilities
The Gas OQ Coordinator is responsible for the administration of MasTec’s Employee Qualification Program and its supporting resources to ensure each employee successfully completing program requirements has achieved the status of “qualified” to perform Covered Tasks (regulated tasks) identified by each Gas Operator in contract with MasTec.
Job Responsibilities
Follows organization’s compliance with Title 49 CFR Part 192, Subpart N (OQ Rule) as it relates to the qualification of personnel conducting Covered Tasks on gas distribution systems
Proctors computer-based training sessions and conducts subsequent knowledge assessments
Evaluates employee performance for knowledge, skills, and ability to properly perform specific tasks in a controlled work environment using simulators designed to facilitate performance assessments
Conducts training sessions on regulated tasks as part of the Employee Development Program
Conducts field audits to confirm State, Federal, and Operator specific requirements are recognized and followed by effectively evaluating employee performance and the inspection of tools and equipment for proper operation and maintenance
Determines if employee development with on-the-job training is appropriately preparing employee to enter MasTec’s Employee Qualification Program
Develops and delivers training to support business initiatives with task performance
Promotes corporate training systems and services with a deep commitment to safety and quality
Qualifications
Minimum Requirements
Must have a minimum of 5 years construction experience on gas distribution systems and/or field knowledge that will include and not limited to, polyethylene pipeline construction and installation, excavation and backfill, application or repair of pipe coatings, cathodic protection testing, proof-pressure testing of gas systems, purging pipeline systems, and pipe locating
Proficient in the construction of gas distribution systems and ability to recognize and appropriately react to abnormal operating conditions that may reasonably be encountered
Maintain awareness of each Gas Operators’ OQ Program requirements and adhere to communication of change with the organization. Gas Operators in the South Central Division of MasTec Energy Solutions are
Must earn certification to be an OQ Evaluator (MECP) as required by the Gas Operator or its accepted Operator Qualification Program Provider(s) which is currently Energy Wordnet (EWN)
Proven communication and presentation skills is desirable
Bilingual in Spanish and English languages is required
Must be familiar with Title 49, CFR Part 192 and more specifically Subpart N – the Operator Qualification Rule and its application to the industry
Ability to identify and correct improper practices or behavior in a classroom
Knowledge of Microsoft Office is desirable
Must possess and maintain a Class C Driver License
Must be capable to pull a cargo trailer to remote locations of the service area
Must be an effective communicator and listener
May be required to perform other duties that are deemed necessary to successfully perform essential functions
Physical Demands
The physical demands described here are representative of those that must be met to successfully perform the essential functions of this job. The position will be expected to coordinate consistency in classroom arrangement with electronic equipment to access online training and assessment programs for each class participant. Position will be required to safely operate and maintain an assigned vehicle that will be used to perform essential functions with occasional overnight travel away from assigned work location.
Work Environment
While performing the duties of this job, the position’s primary function is to oversee the scheduling of classrooms for assessment sessions and manage multiple laptop computers/tablets and other presentation equipment required to perform essential functions. Job site visits may include exposure to fumes or airborne particles, moving mechanical equipment and vibration, and uneven walking surfaces. This position will occasionally be exposed to extreme outside weather conditions.
