Summary Serve as the System Manager (SM) for the Orion Communication and Tracking (C/T) system. This position serves as a management authority with responsibility for independently identifying technical needs and managing the system engineering and technical integration activities over the entire life cycle, including development, design and development, test, verification, launch and on-orbit operations. Responsibilities Serve as the Orion C/T system lead/counterpart for Prime Contractor and Government providers for C/T system and subsystems related activities including S-band (including antennas, transceivers), Audio, Video, Recovery and Emergency Communication. Responsible for communication system complete life cycle of the program including system (and system upgrades) Radio Frequency (RF) system hardware and software development, verification, certification, integration, and sustaining engineering. Manage, guide, and integrate the efforts of all Communication subsystem teams including civil servants and contractors. Understand the performance of visiting vehicle system and their integration into the overall Orion Communication system. Lead and conduct activities required to integrate Communication system with KSC launch processing, Space Communications and Navigation (SCaN) ground and satellite services, Gateway interfaces and Spectrum Analysis team. Coordinate Orion C/T mission support and interface with other systems and Flight Operations teams. Lead/support communication system anomaly investigations and support all C/T problem resolution teams to properly disposition problems and non-conformances, and assure long-term subsystem supportability. Responsible to the Orion project on a day-to-day basis regarding cost, schedule and technical issues and concerns. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASAs unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level: Providing technical leadership, guidance or oversight with communication systems such antenna theory, baseband processor, receivers, low noise amplifiers, deepspace network, near earth network, video, audio, ground processing, networks; Leading communication engineering projects or teams to present problems/resolutions to program management; Planning the implementation of radio frequency hardware development, integration, or testing at the subsystem, system and end-to-end levels. Education Basic Education Requirement: You must have successfully completed a bachelors degree with a major in one of the following: a) Engineering from a college or university that has ABET accredited engineering programs b) Physical Science, Mathematics, Life Science or other field of Science c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations. If you did not complete a qualifying bachelors degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above. Degrees in engineering technology are not considered qualifying for this position.
