Summary This position is located in the Division of Facilities Management and Operations. It is a permanent, full-time position. Responsibilities Provides or manages project scoping, data and asset management, design phases (pre-design, schematic design, design development, construction documents), value analysis, and administration for a broad range of facilities and related maintenance operations, including construction, rehabilitation, and renovation and re-purposing. Work may include, but is not limited to, the following type of structures or facilities: campsites, visitor centers, employee housing, potable water system, wastewater systems, communication systems, roads, bridges, trails, parking, transportation systems, and administrative structures as well as meeting budget and schedule requirements. Work includes multiple simultaneous projects, ranging from small, single-discipline to large multi-disciplinary design and construction projects involving both single and multiple-year phasing, potentially funded from multiple funding sources and the employee will encounter work components requiring creative solutions that balance cultural and natural resource compliance issues and/or politically sensitive issues. Performs contracting officers representative duties for Architectual/Engineering (A/E) services and construction contracts and serve as contracting officers technical representative on construction projects. Assists in negotiating A/E services, construction management services, and construction contracts. Requests funding clearance for contract modifications. Oversees project close-out: post occupancy, warranty review, and as-built record completion. Provides professional guidance based on understanding of major principles and industry standards and developing design and construction standards for utility, infrastructure, and facility projects at the park. Ensure work completed by contractors is compliant with contract documents and code requirements. Requirements Conditions of Employment U.S. Citizenship required. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid drivers license is required. You will be required to submit a Motor Vehicle Operators License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid drivers licenses, whether current or past, possessed by you. Government quarters are not available. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, and overtime. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Qualifications All qualifications must be met by the closing date of this announcement-11/01/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either “full-time” (or “40 hours a week”) or “part-time” with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. Selective Placement Factor: This position requires applicants have a current and valid professional engineering license. You must submit your engineering license with your application. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. – AND – Basic Qualifications: Have successfully completed a bachelors or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts. -OR- Have successfully completed a bachelors or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. You must submit copies of your transcripts. -OR- Have successfully completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. You must submit copies of your transcripts. -OR- Have successfully completed a curriculum leading to a bachelors degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. You must submit copies of your transcripts. -OR- Have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions. You must submit copies of your transcripts. -AND- Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) developing civil engineering project construction drawings, technical specifications, and cost estimates; 2) managing contractors or other project team members to complete engineering assignments; 3) providing technical reviews of engineering work products designed by others, including construction shop drawings, contracted design work, and interdisciplinary peer review; and 4) performing the duties of a senior project manager for wide variety of infrastructure and building projects, including both design and construction phases. You must include hours per week worked on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work regularly combines both office and field assignments. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve driving motor vehicles to work sites, some of which may be remote, and include overnight stays in remote locations. Working Conditions: The work involves regular and recurring exposure to moderate risks, discomforts, and unpleasantness such as: high noise levels, infectious materials, or toxic or irritating chemicals; travel in safety approved small aircraft and watercraft; high winds and low or high temperatures; infestation of dangerous reptiles or poisonous plants, snakes, or insects; adverse weather conditions; noxious fumes; flammable liquids; or radiation. The work involves performing tasks in close proximity to rotating heavy mechanical and electrical machinery and may involve working within confined spaces for extensive periods of time. Special safety precautions such as protective clothing and gear are necessary. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
