Staff Accountant – Grants

Vancouver Housing Authority (VHA) is seeking an experienced Staff Accountant to oversee grant administration financial reporting and to provide accurate and reliable financial information and analysis to internal and external users according to industry standards, grantor guidelines, and VHA requirements.
Core Responsibilities of the oversight of VHA Grant Administration Financial Reporting Function:
– Oversees federal HUD funding compliance and reporting obligations.
– Oversees funding compliance and reporting obligations for other federal, state, local, and non-government grants.
– Prepares and submits periodic renewal documents and applications for existing and new grants. Reconciles grant funding and applicable expenses, including funding for voucher programs HAP and administrative expenses.
– Prepares various reports and submits those to HUD or other funders as required, including monthly Section 8 VMS report.
– Prepares periodic federal (HUD), state, local, and non-government grant funding requisitions and monitors funds draw down process.
– Oversees various grant audits, reviews, and other periodic grant closeout processes.
– Maintains current knowledge of HUD financial regulations and advises VHA staff on HUD funding positions.
– Uses various tools to prepare HUD funding projections.
– Participates in VHA annual audit and budgeting functions by preparing various schedules and reports related to grants and HUD funding.
– Interfaces with and advises Voucher Programs (Section 8) department of financial reporting maters.
– Liaisons with HUD financial analysis team.
Pay and Benefits
– The starting salary range for this position is $29.95 – $35.94 per hour based on experience. In compliance with the Equal Pay & Opportunities Act, the full salary range for this position is $29.95 – $46.12 per hour.
– Full-time, non-exempt position, working 40 hours per week Monday – Friday.

Requirements
– Bachelors degree in accounting or related subject plus additional two years of education or experience in accounting or related field required. Candidates who are actively pursuing a relevant degree and are within six months of graduation would be considered to have met this requirement.
– Governmental, property management, affordable housing, or non-profit industry accounting experience preferred.
– CPA certification preferred.

– Operations, services, and activities of a general accounting system.

– Generally Accepted Accounting Principles.
– Methods and techniques of maintaining internal control systems.
– Methods and techniques of preparing financial reports and statements.
– Principles and practices of financial record keeping and reporting.
– Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.
– Pertinent Federal, State, and local codes, laws, and regulations.
Required ability to:
Manage multiple projects concurrently, as well as complex and time-critical processes and relationships with external parties
Interpret and apply administrative and departmental policies and procedures.
Prepare and maintain accurate and current financial statements, clear and concise reports, and spreadsheets, including computer generated financial reports.
Analyze reports and financial statements and
