Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding. If you are not FSS facility rated, you must attend the Alaska Flight Service Training Academy. Responsibilities Directs the work of subordinate employees at the organizational unit level providing first-line supervision to a team of FSS Air Traffic Control Specialists (ATCS). Work usually includes routine project/program tasks based on established policies, procedures, and guidelines. Managerial duties affect employees in one organizational unit, and include planning, assigning, setting priorities, tasks, and schedules; monitoring and evaluating performance; coaching and developing employee capabilities; and taking or recommending corrective/disciplinary action, as appropriate. Responsible for planning and directing operations within delegated areas of responsibility, some of which may be remotely located and require travel. Acts as the approving authority for leave; gives direction and instruction to employees on both technical and administrative matters. Provides training, coaching and guidance to subordinates and facilitates team building. Continuously reviews work processes to assure results that meet the agencies mission and the customer’s needs. Serves as a member of the management team to ensure organizational performances meets strategic goals. When assigned, serves as Watch Supervisor, and assumes overall management and supervision of the operations area. Performs staff support functions as assigned. Uses assigned budget, staff, and other resources to accomplish project/program objectives. Manages budget and requests additional resources as needed. Contributes to budget planning process and projects short-term future needs. Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resources, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit. Resolves routine problems independently but consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in the development of new policies and procedures. Requirements Conditions of Employment We are not accepting applications from noncitizens. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12, CPC level. Applicants must have specialized experience in an air traffic facility which demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the advertised position. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Such experience is typically demonstrated by accomplishment of assignments of the difficulty and responsibility described in the position classification standard used to evaluate positions at the next lower grade/pay band level (FV-H, FG/GS-12, CPC). The FAA 3330-43 (unrated) is a required form which will be used when making qualifications determination. Please do not include your social security number on this form.
