REQUIREMENT

ARCTOS is seeking an experienced Contracts Manager that will support program teams in capturing and executing new contracts for research and development (R&D) programs, engineering services, professional services, and other product and service offerings for both government and commercial customers. In this capacity, the Contracts Manager will work closely with ARCTOS senior leadership, program directors, program managers, and other contracting team members to support the business units in achieving their growth and revenue targets, as a direct report to the Director of Contracting and Procurements.

This role will focus on, but not be limited to, two primary responsibility areas in support of the ARCTOS business units: (1) working with capture and proposal teams to support assessment, preparation, and submission of white papers, quotes, and proposals, in accordance with solicitation requirements; and (2) working with program directors and program managers to rapidly establish new contracts and subcontracts, in accordance with ARCTOS policies/processes and contracting and procurement regulations, to enable new projects/tasks to get underway and generate revenue quickly. The Contracts Manager will also support other lifecycle contracting actions as required by contracting team needs, to include administration and closeout actions.

PRIMARY RESPONSIBILITIES

– Assist program teams in assessing new business opportunities, reviewing solicitations, and establishing NDAs and teaming agreements with prospective project partners.
– Solicit subcontractor proposals, perform cost analyses, and negotiate favorable terms and pricing, in support of proposal development and the establishment of new subcontracts under existing contracts.
– Work with proposal teams and other operations staff as required to prepare cost/pricing and business volumes, assess compliance with solicitation requirements, submit proposals, and archive records.
– Coordinate with Director of Contracting and Procurements, ARCTOS senior leadership, and program teams to review draft contracts and subcontracts to ensure acceptability and minimize ARCTOS risks.
– Rapidly execute new subcontracts and/or authorizations to proceed to support active programs.
– Track and report status of in work and outstanding bids/proposals and new subcontracts.
– Work with Director of Contracting and Procurements and ARCTOS senior leadership to recommend and implement new processes, templates, and tools as necessary to improve contracting workflows, reduce response times, increase transparency, and ensure compliance with applicable policies and regulations.
– Perform other cradle-to-grave contracting, subcontracting, procurement, and government property management actions as required to support other members of the contracting team.
