Job Purpose: To analyze blueprints, specifications, proposals, and other documentation in order to prepare time, cost, and labor estimates for products, projects, and/or services while applying knowledge of specialized methodologies, techniques, principals, and processes. .
Roles, Duties, & Responsibilities:
Analyzes blueprints and other documentation to prepare time, cost, materials, and labor estimates.
Assesses cost effectiveness of projects while tracking actual costs relative to bids as the project develops.
Participates in marketing company services to owners, developers, and other general contractors.
Pursues Alternative Delivery Method (ADM), Construction Management at Risk (CMAR) design-Build (DB) and Job Order Contract (JOC), etc. work to achieve Division goals, including but not limited to preparation of the Statement of Qualifications, proposals, cost modeling, and Guarantee Maximum Pricing (GPM).
Initiates and maintains liaison with clients, A/E firms, vendors, and subcontractors to facilitate positive relationships and communication.
Monitors estimating labor and equipment rates.
Reviews all bid documents prior to bid and closes out bids.
Conducts special studies to develop and establish standard hour and related cost data or to effect cost reduction.
Confers with engineers, owners, contractors, and subcontractors on changes and adjustments to cost estimates.
Consults with clients, vendors, and construction foremen to discuss and formulate estimates and resolve issues.
Develops and maintains vendor lists.
Hosts Post bid (in house) project review with project team.
Reviews subcontracts prior to subcontractor execution.
Visits projects on a regular basis with emphasis on those projects with unusual risks or performance problems. Offers recommendations to the project team for possible improvements.
Assists Project Managers with change order development.
Reviews weekly job cost with staff and develops strategies for improvements of over budget phases.
Assists Project Managers with developing project budgets.
Reviews material and labor requirements and prepares itemized lists.
Computes cost factors and prepares estimates used for management purposes, such as planning, organizing, or scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness.
May specialize according to particular service performed, type or product manufactured, or phase of work involved, such as tools and fixture costs, production costs, construction costs or material costs.
Participates in weekly management staff meeting, Project Performance Evaluation Meeting, Pre-Planning Meeting, etc.
Develops long-term plans and programs to evaluate work accomplishments.
Adheres to all Hunter Contracting Co. safety policies and procedures. Communicates and advocates all applicable safety policies and procedures with employees. Enforces all applicable safety polices and procedures with employees and subcontractors.
Performs other incidental and related duties as required and assigned.
Work Qualifications:
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
Knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Knowledge of raw materials, production processes, quality control, costs, and other techniques for maximizing the effective manufacture and distribution of goods.
Ability to manage own time and the time of others.
Ability to arrange things or actions in a certain order or pattern according to a specific rule or set of rules (e.g., patterns of numbers, letters, words, pictures, mathematical operations).
Ability to choose the right mathematical methods or formulas to solve a problem.
Advanced knowledge of the construction industry and company operations.
Possesses excellent organizational, leadership, communication, and analytical skills.
Advanced knowledge of the client market.
Ability to establish and maintain effe ctive relationships with other M anagement staff, employees, and the general public .
Ability to present facts and recommendations effectively in oral and written form.
Ability to coach and mentor for performance improvement.
Ability to direct the work force under one’s control, including planning/organizing and redistributing work.
Approaches work in a meticulous, thorough, and detailed manner.

Must possess a valid Drivers License.
Education & Work Experience:
Bachelor of Science Degree in Construction or Civil Engineering highly preferred; AND,
Minimum Ten ( 10 ) years in related field; OR,
Any e quivalent combination of experience and training that provides the required knowledge, skills, and abilities.
