Summary This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) “Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense,” dated 12/22/2023. This position is part of the Air Force Elements, U.S. Transportation Command, Transportation Command. Responsibilities This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) “Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense,” dated 12/22/2023. As a IT SPECIALIST (PLCYPLN/DATAMGT) at the GS-2210-14 some of your typical work assignments may include: Serve as the Chief Data Officer and the authoritative representative for the JECC Data Program. Develop, promote, and lead pioneering efforts in the implementation of data as an asset and the establishment and enforcement of data-related strategies, policies, standards, processes, and governance. Provide technical data management experience and provides analysis and makes final technical decisions concerning the integration of Artificial Intelligence, Machine Learning, data science and new, upgraded, or modernized data systems and instrumentation. Direct collaboration and planning with JECC HQ Directorates, JECC Subordinate Elements, as well as external organizations, to determine, negotiate, coordinate, and integrate organizations and interests. Represent the command at meetings, conferences, and senior level technical forums as an expert consultant and advisor on all data-related issues. Requirements Conditions of Employment Qualifications You may qualify at the GS-14 level , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Managing a data integration team to curate data to enable the use of scientific, statistical, and advanced analytical techniques to define, quantify, and evaluate the feasibility of assigned projects, studies, or problems. Leading multi-disciplinary teams, performing efforts to determine technical sufficiency of data architectures and procedures to plan, execute and support an Agencys mission. Planning, developing, and implementing high-level complicated technical solutions for an Agencys data challenges to resolve technical gaps and shortfalls across the Command. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information Other Notes: This is a cybersecurity position. The employee must attain and maintain the appropriate DoD approved cybersecurity baseline Certificate(s) applicable for cybersecurity functions required for the DoD position held, within six months of filling the position, IAW DoD 8140. This position has been identified as “Key. The duty of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IA W: DoDD 1200.7, “Screening the Ready Reserve,”) Information Technology Infrastructure Library (ITIL) and Project Management Professional (PMP) certifications are highly desirable. Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. Employee may occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
