About this position:

The overall function of this position is to assist the Engineer 6 (Project Engineer) position. The incumbent will assist with contract administration, processing of change orders, construction dispute resolution, interpretation of project specifications, project inspection and documentation review to assure high quality work by the contractors in accordance with plans, specifications and special provisions.

Engineer 4- Special Entrance Rate (SER) $36.90/hourly. Possession of a current Louisiana license to practice professional engineering plus One year of licensed engineering experienceORFive years of professional engineering experience.

MINIMUM QUALIFICATIONS:

Eligibility for a Louisiana Engineer Intern Certificate.

NOTE: This is a temporary position to be utilized while the incumbent is securing a Louisiana Engineer Intern certificate. Permanent status shall be denied to incumbents occupying this position.

NOTE: Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

SUPERVISION EXERCISED:

Functional supervision may be exercised over Engineering Technicians.

JOB DISTINCTIONS:

Differs from Engineering Technicians and other related jobs by the presence of responsibility for applying engineering principles under close supervision.

Differs from Engineer Intern 1 by the absence of a Louisiana Engineer Intern Certificate.

Examples of Work

Job Duties & Responsibilities:

25% Oversees all construction of rural and urban highways, bridges, drainage structures, portland cement concrete and asphalt paving operations. Reviews engineer technicians’ work, which includes all correspondence, engineering calculations, documentation of quantities, daily diaries, test reports, etc. Assists in directing engineer technicians in the following areas: construction inspection, sampling and testing, contract administration, employee training, and in all functions associated with the construction of roads and bridges.

25% Prior to construction, reviews proposed plans and specifications during project development to ensure project is in accordance with LADOTD’s 2016 Standard Specifications for Roads and Bridges Manual. During construction, resolves disputes based on interpretation of the plans and specifications. The incumbent is to act as a first level of remediation during construction for plan errors, ambiguous words or descriptions, utility conflicts, unforeseen site conditions, and problems with the means and methods of construction. The incumbent also negotiates resolutions with contractors in the event change orders are needed to resolve the aforementioned issues. These problems require sound and timely decisions which are based on plan intent, DOTD resources and specifications. When first level of remediation is not reached, the incumbent must properly inform second level (Project Engineer) of all pertinent information.

15% Responsible for assisting with generation and processing of partial pay estimates. The process includes checking documentation in field books. Responsible for the initial generation and processing of change orders. Performing and verifying calculations and uploading documents into computer database or application (Content Manager, Site Manager). Assist with processing initial and final 2059s (Summary of Test Results) using completed sampling plan for submittal to district lab and Construction Audit Section; update disposition of failing test results in database (SMM system). Creates Press Releases, for approval, concerning notification of lane and road closures and other construction issues. Serve as office manager backup to enter DOTD Bi-weekly payrolls.

10% Reviews erosion control plans. Enforces traffic control requirements on construction projects. Consults with contractors on issues such as project progress, plan changes, phasing of work and traffic control. Responsible for monitoring railroad construction projects ensuring compliance with railroad standards, ensuring that safety procedures are being followed during construction, and ensuring that railroad projects are being constructed to current standards with respect to roadway and railroad crossing safety devices.

10% Performs data collection and engineering calculations used to identify plan errors, provide alternate solutions, and provide necessary data to prepare change orders. Data collection may involve surveying, cross-sectioning, re-aligning, adjusting grade or cross slope of roadways to achieve suitable tie-ins and other engineering calculations.

5% Reviews and recommends changes to the plans and specifications for upcoming construction projects through assisting the Project Engineer with Constructability/Bidability reviews. Attends plan-in-hand meetings to discuss project design and development of plans and specifications on all types of construction projects. The incumbent will also assist in quantity/data collection during the project development phase.

5% Conducts drainage surveys in order to assist the District 03 Permit Section with proper sizing of drainage structures. Submits proper documentation and recommended layout for the aforementioned drainage permits.

5% Participates in interviews and makes recommendations to Project Engineer for hiring new employees. May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
