Under the General Supervision of the Senior Labor Standards Officer, this position is responsible for is responsible for administering, monitoring, and enforcing agency compliance pertaining to federally assisted programs as they relate to Section 3 requirements and prevailing wage standards. The Labor Standards Officer will conduct field work to ensure that all Section 3 and prevailing wage agreements and their associated policies, processes, and programs meet PHAs commitment to excellent stewardship of public funds. In addition to the aforementioned, this role takes a proactive approach to certify that applicable prevailing wages are being utilized on PHA construction and maintenance projects.
Annual salary range $61,708 – $65,565
Qualifications
HUD Regulations; Standard Operating Procedures.Federal, state, and city wage and hour laws, regulations and code (Davis Bacon Act, etc.); Housing and Urban Development (HUD) Act of 1968- Provision Section 3 Program requirements; Methodology and objective testing methods; Methods, procedures, and standards for maintaining internal and external audit records; Principles and practices of management, organization and administration; Conflict resolution management techniques; Microsoft Office Suite; Risk Assessment skills; Detail Oriented; Interpret data; Cultivating and maintaining cooperative relationships with service providers; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with staff, PHA departments, employee groups, management, and the general public; Ensuring compliance with regulations governing wages in the workplace and financial operations; Interviewing and eliciting information; Review and analysis of financial documents; Ability to analyze and interpret a variety of facts and findings; Effective verbal and written communication.
Certifications, Licenses required
May require possession of a valid Commonwealth of Pennsylvania Class C Drivers License.
Physical Demands, Activities, Environmental Conditions
Constantly remaining in a stationary position, often standing or sitting for prolonged periods; Occasionally moving about to accomplish tasks or moving from one worksite to another; Constantly communicating with others to exchange information; Sedentary work that primarily involves sitting/standing.
Travel required
Limited travel to PHA and Construction/Project sites as warranted.
Minimum education
Bachelors degree with major course work in Business, Accounting, Public Administration, Building and Construction or a related field; AND 1 (one) or more years compliance experience; OR an equivalent combination of education and experience.

Responsibilities
Investigates wage complaints, interviews claimants and other parties and reviews records to determine the validity of wage claim and amount; prepares memo of findings and recommendation to management; Reviews certified payrolls of external contractors to ensure wage compliance, performs HUD-11 interviews, attends post-award meetings and communicates with contractors and their employees; Ensures development projects are classified accurately regarding the Davis Bacon Act; and that the accurately prevailing wage is applied for employees performing on said projects; Schedules, participates and executes wage and Section 3 compliance reviews as directed; analyzes, summarizes and reports review results and trends to management; Recommends implementation of procedures to ensure adequate compliance measures exist; Monitors Section 3 related commitments of contracts/projects and ensures compliance with governing regulations, policies and procedures; Assists Senior Labor Standards Officer in tracking routine Section 3 related reporting of hiring/labor hours, contract rs, subcontractors and other economic opportunities as determined by HUD; Coordinates and performs Section 3 field work in conjunction with the Resident Programs and Partnerships Department as necessary; Provides supporting data and analysis for Section 3 non-compliance reporting to the Senior Labor Standards Officer; Maintains absolute confidentiality of work-related issues and PHA information
