Overview
Operations Manager
Bowhead is looking for an Operations Managerfor Foreign Military Sales (FMS) cases involving one or more countries in support of the Security Assistance Management Directorate (SAMD). As an Ops Manager, you’ll be making a difference in global security assistance by boosting interoperability with foreign partners and support the warfighter in a meaningful way. A successful candidate works well in a fast-paced environment and values teamwork and collaboration.
Responsibilities
Essential functions will include:
Task Management and Coordination
Generate, review, coordinate, and submit responses to taskers from internal and external organizations (e.g., CECOM, TMT, DSCA, PEO, PM, DASA DEC, USASAC, State Dept, ODC, SCOs).
Track the due dates of all development taskings and send reminders to the team.
Task engineers and monitor their workload.
Manage TDY and BOG accountability for the Branch.
Access and Utilize Databases
Access CMA, COP, SCIP, DSAMS, GFEBS, LMP, CISIL, and other databases. Brief on reports.
Quality Assurance and Review
Pre-Quality Review Board (QRB) review of development taskings. Interface with Weapon System Managers (WSM) for corrections, prioritize, and submit the complete packet to QRB.
Review and release ARPs, J&A, PWS, SOW to ACC. Track all ARPs from cradle to grave and submit corrections and follow-ups accordingly.
Review Crosswalk updates and submit to leadership for final concurrence.
Agreement Generation and Tracking
Generate, review, submit, and track Branch Functional Support Agreements (FSAs).
Track salary MIPRs / Technical Assistance Financial Reports (TAFR).
Track, staff, and/or generate MTCR, Sole Source Memo, IGCE, Position Memo, Diversion Memo.
Team Collaboration and Participation
Participate in IPTs and policy discussions.
Provide guidance and oversight for all development and execution actions.
Reporting and Metrics
Understand and interpret individual and team metrics in coordination with the Team Lead.
Review and generate reports to leadership in support of PMRs and other meetings. Attend PMRs as required.
Training and Process Improvement
Create, organize, train, and distribute new forms, such as new QASP, memo templates, and KO Notes.
Monitor and update funds allocation to the Business Management Team (BMT).
Workload Tracking
Track the Branch workload.
Qualifications
A Bachelors Degree and 20 years of experience or Masters/PHD with 15 years of experience. May substitute 15 years of direct relevant experience for Masters/PHD or 10 years of direct relevant experience for Bachelors. For a combined total of 30 years for education & experience.
Experience resolving highly sensitive and complex problems.
Ability to prepare and brief senior management.
Effective communication with a wide range of groups including internal and external customers and high ranking government officials
Highly organized with the ability to see both the details and the big picture.
Experience working in different types of database systems.
Quality customer service experience; meet customers needs with a dedicated attitude that ensures mission success.
Experience with Security Assistance and Foreign Military Sales highly desired.
Physical Demands:
Must be able to lift up to 25 pounds
Must be able to stand and walk for prolonged amounts of time
Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
