Job Summary
The Manager, Business Unit Procurement will oversee and lead all procurement activities within a Battelle Business Unit primarily within Commercial and the US Government direct contracting framework, ensuring adherence to procurement policies and requirements. This role will be responsible for developing and executing procurement strategies that align with the Business Unit’s objectives, ensuring compliance with all Battelle procurement systems and guidance as well as prime contract flow-downs. The Manager will be responsible for engaging cross-functionally with business line managers, other internal functions (e.g., Contracts, Project Controls, Accounts Payable, Legal, Compliance, etc.), and external suppliers to drive procurement efficiency, cost savings, supplier performance, and compliance success. This position requires strong leadership in developing and managing a team of procurement professionals.
Responsibilities
Procurement Strategy & Business Engagement
Collaborate closely with business line managers, contracts, accounts payable, and other functions to ensure procurement efforts are aligned with project timelines and cost targets.
Work directly with capture teams and business lines on creating procurement strategies which maximize savings, lower risk and meet requirements.
Establish methods and means to ensure continued engagement on procurement related issues, status and actions are communicated with the business lines, capture teams and cross-functional teams
Team Leadership & Development
Lead and develop a high-performing team of procurement professionals, providing mentorship, training and professional development support
Set performance objectives for the team, regularly monitor progress and provide feedback and guidance for professional growth.
Provide regular training and guidance as required to ensure the team is compliant with requirements.
Support Procurement team succession planning and sustainment.
Foster a culture of accountability, continuous improvement and collaboration within the procurement team.
Promote cross-functional collaboration and communication with other functions as well as BU and Capture teams.
Identify team members to support various continuous improvement initiatives as part of their professional development and the overall betterment of the procurement function.
Balance workload across the team to ensure all required actions are supported in a timely manner.
Track and report key functional metrics to ensure team’s effectiveness.
Subject Matter Expertise
Act as the primary point of contact for Business Unit procurement related issues
Work independently to resolve day-to-day issues, and appropriately escalate, on a timely basis, critical issues that require leadership awareness and actions
Develop and maintain strong relationships with key suppliers to ensure quality, cost-efficiency, and reliability in the supply chain.
Support various working groups and continuous improvement initiatives leveraging your expertise within the Procurement Team and beyond.
Deep knowledge of DMCA surveilled Contractor Purchasing Systems and related audit support
Support the assessment of procurement and subcontract related risks
Deep knowledge of contract types and their application to various procurement actions
Negotiate and support team members negotiation of compliant terms and conditions relative to all procurement related agreements (e.g., MOUs, Teaming Agreements, Subcontract Terms and Conditions, Purchase Orders, Change Orders, etc.).
Proficient with Cost Point.
Key Qualifications
Bachelor’s degree in business or a related field; nine years of work experience in procurement, subcontracting or procurement compliance; or an equivalent combination of education and/or experience in a relevant area.
One year of management experience or three years of team lead experience.
