Project Cost Analyst

Aston Carter, Inc. is hiring a Project Cost Analyst for a long term opportunity with a top employer in NW Indiana.
Description:
• Increase proficiency in cost analysis and integrated cost and schedule forecasting using quantitative risk management tools and techniques (Expected Monetary Value, Sensitivity Analysis, and Monte Carlo Analysis) to better predict project cost performance and enable timely corrective, preventive, and predictive action.
• Develop qualitative integrated project baselines to effectively measure project performance and enable corrective, preventive, and predictive actions.
• Apply the cost of quality to cost management.
• Apply integrated objective risk management to project baselines to optimize project risk responses.
• Orchestrate contract commercial management, facilitate contract payments, conduct contract performance assessment and reporting, and initial contract performance analysis and contract commercial forecasting.
• Perform contract reviews relative to payment requirements and supporting documentation.
• Apply core project controls expertise: review and coordinate the management and utilization of project management guidelines, standards, processes, job aids, and tools.
• Integrate all project management subsidiary systems to improve project performance.
• Direct cost effort and tailor cost management processes.
• Create and tailor cost management tools and techniques to advance cost performance.
• Provide continuous life cycle cost estimating and forecasting with increased predictability.
• Manage the project budget and cost performance baseline.
• Process labor timesheets, invoices, and other submittals associated with contract labor; code invoice details for Nature of Expenses, Work Breakdown Structure, and Cost Budgeting System codes.
• Assist Project Managers and Cost Budget Analysts in the accrual process.
• Evaluate manpower, labor hours, and labor cost requirements versus budget limitations; perform cost and schedule analysis, and make corrective/preventive recommendations.
• Maintain and manage project Estimate at Completion and recommend areas of improvement to project stakeholders.
• Implement cost predictive (opportunity) actions.
• Perform standard and advanced project and special project cost reporting as anticipated for project stakeholders; compile and produce cost reports as needed.
• Use schedule analysis techniques to optimize schedule and cost performance; identify corrective, preventive, and predictive project actions to enhance the probability of achieving project objectives.
• Apply integrated project management proficiency in core integration: scope, cost, and schedule.
• Optimize product life cycle costing competence.
• Assist the project management team, Major Project Managers, Director, and other relevant stakeholders in retrieving cost management information and reporting.
• Apply integrated thinking to cost management to facilitate improved objective performance.
• Utilize communication competence to drive effective project cost decision making.
• Manage in accordance with industry standards, the NIPSCO Project Management Guidelines and Standards, and industry best practices.
• Make decisions and recommendations on highly technical or complex issues in the absence of formal guidelines or precedents, exercising resourcefulness and ingenuity to interpret policy.
• Develop proficiency in cost management processes, tools, techniques, and cost information management systems for Major Projects.
• Perform core cost accounting and cost collection processes and core cost monitoring and control functions; cost variance assessment for multiple projects during typical project life cycles.
• Apply the results of cost planning in the creation and maintenance of multiple project cost management data files that enable detailed and summary level information and reporting of project cost.
• Process execution cost via project timesheets and maintain the cost database.
• Monitor and process invoices for payment and subsequent project assessment; ensure correctness of submitted invoices against contract scope and commercial requirements; obtain invoice approval from Project Managers and record for subsequent variance analysis.
• Communicate and report to relevant project cost management stakeholders.
• Create a cost repository using a simple project Work Breakdown Structure/Code of Accounts to apply committed, budgeted project funds for project performance, disbursement, tracking, assessment, analysis, and close-out.
• Develop cost engineering and project management capability and competence using industry standards (AACE, PMI, Construction Management Industry, etc.) and best practice application to expand knowledge base and optimum application.
• Demonstrate proficiency and versatility in cost accounting processes, database development, manipulation, management, and control; integrate with other project management information systems with data quality and data integrity assurance.
Job Qualifications:
• 6 years of accounting/finance experience that includes budget, forecasting, costing, etc.
• B.S. Degree in Accounting, Finance, or similar
• Advanced MS Excel
• Experience in construction, engineering, utilities, or telecom industry is preferred
