Description
LinQuest is seeking a project manager to manage the overall planning, direction, oversight, and administration of facility and material management projects within the AFGSC A5/8 Plans, Programs and Requirements Directorate, in support of the Commercial Capabilities Integration & Transition (CCIT) Division and ensure full compliance with contract requirements. The integration and rapid technology transition nature of this position requires program management and preferably test and evaluation skill sets. The project manager participates in program reviews, supports experimentation events, and readjusts resources and schedules to accomplish tasks. This individual will plan and adjust work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity. They will facilitate continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrate problem resolution into ongoing work without loss of workforce efficiency. In addition, they will demonstrate expertise in a variety of the fields concepts, practices, and procedures and may provide consultation on complex proposals, such as technical projects and strategic planning as a contributor/specialist.
The objective of this project is to support the AFGSC A5/8 with rapid capability analysis and technology transition activities. This individual will provide material and facility management support for multiple technology programs, and guide our growing team through research and development, prototyping and technology assessment, the creation of digital engineering standards, models, analysis, and experimentation.
Work as part of an integrated, interdisciplinary team working to support internal and external facing customers. Tasking includes organizing and leading tasks as defined by the CCIT Division Chief, interfacing with the customer, and working closely with project and technical leads providing support to our government customer base. The successful candidate will have a strong background in facility and/or material management, independently executing assigned tasks, leading meetings, and interfacing with industry partners.
Responsibilities:
Responsible for overall planning, direction, oversight, and administration of facilities and material management actions
Ensure full compliance with contract requirements
Implements and provides guidance related to processes and policies, oversees the work of staff, and recommends priorities of projects and programs
Demonstrates expertise in a variety of the fields concepts, practices, and procedures and may provide consultation on complex projects as a top-level contributor/specialist
Mentors project leaders to improve processes, procedures, and standards based on programmatic needs.
Allocates resources and sets schedules to accomplish program objectives including the quality, timelessness, and costs
Implements associated risk mitigation strategies, briefs senior management
Participates in program reviews and adjusts resources and schedules as needed
Plans and adjusts work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity
Facilitates continuous improvement in the quality, efficiency, and effectiveness of the services provided and integrates problem resolution into ongoing work without loss of workforce efficiency
Accomplish program and mission goals by relying on extensive experience and judgment
Perform a variety of complex tasks with a degree of creativity and latitude
Provide consultation on complex projects
Interface with team leads and senior Government personnel
Interact with team leads and SMEs to resolve project or technical issues
Strive for continuous improvement with project teams
Adapt to new requirements and challenges
Provide verbal and written reporting to senior Government personnel
Required Skills & Experience:
Bachelor’s Degree
5 years relevant material management and/or facility management experience in the DoD
Perform a variety of complex tasks with a wide degree of creativity and latitude
Consult on complex projects and contribute with other team members
Ability to multi-task and prioritize
Ability to work with a team of multi-disciplined specialists
Strong interpersonal, oral, and written communications skills
Ability to work effectively at all organizational levels, including a matrixed environment
Strong business acumen; proactively identify and resolve problems efficiently
Demonstrates strong records management skills
Proven ability to embrace and implement change in a fast-paced, rapid acquisition project
Experience with DoD program management practices, reporting, quality guidelines, and financial management
Knowledge of AF-mandated enterprise IT systems
Active DoD Secret (or above) Clearance
Preferred Skills & Experience:
Knowledge of Global Strike Command operations with weapons systems experience
DoD Program management training, DAU certification(s), or PMP desired
Experience in a Combatant Command, Joint or Higher Headquarters staff
Digital Engineering, DevSecOps, and/or Agile project management experience
Active DoD TS/SCI Clearance
