Description:

Coordinates efforts among Refinery Inspection, Operations, Maintenance, Reliability Engineering, Project Engineering, Technical Support, Instrument and Electrical and Rotating Equipment Groups to produce and manage comprehensive outage work scopes.
Schedules turnaround meetings and facilitates reviews of and revisions to outage work lists.
Adheres to the Valero Turnaround Excellence Process (VTEP), including milestone compliance and use of all applicable workbench modules and applications.
Reviews all turnaround jobs in the field.
Develops step-by-step resource loaded job plans for all outage work.
Produces work packages to issue to contractors including work lists, work scopes, schedules, specifications, drawings, procedures, blind lists and material lists to aid in estimating and executing planned work scope.
Determines manpower levels for supporting third party or craft specific planners and oversees their work, tracking performance against the agreed KPIs.
Reviews and approves detailed job packages developed by supporting planners for relevant content, required information and alignment with environmental and safety procedures.
Develops Indirect Plans to support the turnaround, including equipment rentals, supervision, support staffing and logistics plans.
Develops detailed outage cost estimates using the appropriate VTEP modules and applications to support budgeting and funding.
Builds or modifies work breakdown structures and work activities in a scheduling software (Primavera P6), assigns resources, work order numbers, shift calendars, project codes, layouts, and structures custom reports.
Integrates engineered capital project work into overall Turnaround project schedule.
Establishes critical path from oil out to oil in.
Accesses and analyzes critical path for threats to project success and communicates them accordingly.
Schedules contractor’s scope and unit systems within the critical path window.
Levels resources and develops manpower levels for service contractors and Valero maintenance crafts.
Develops contingency plans to mitigate risks or exposures.
Coordinates service contractors for both capital and maintenance turnaround work.
Procures materials for both capital and maintenance turnaround work.
Coordinated the pick-up and delivery of items to be worked on by outside ships.
Develops turnaround AFEs (Authorization for Expenditure) and portions of the turnaround Decision Review Board (DRB) package.
Monitors costs, contractor headcount, and goods receipts during turnarounds.
Facilitates and documents lessons learned reviews implementing them on future projects.
Maintains electronic and hard copy records for all turnaround information.
Proficient and available to cover for Maintenance Supervisors when needed.
Other duties may be assigned.

This position is salaried exempt status, which means you are not eligible for overtime pay.

Qualifications:
Able and willing to work on-site, in-person at the Valero Port Arthur Refinery, required.
High school diploma or GED required.
5 years of planning, project coordination, and/or maintenance experience in refining or a related industry required.
Experience using computer-based planning and scheduling tools required.
Experience reading engineering drawings, such as plot plans, piping isometrics, and P&IDs required.
Experience conducting maintenance planning using a CMMS (e.g. SAP or Maximo) or Oracle Primavera P6 and/or MS Excel, Project, Word, Outlook, and PowerPoint required.
Bachelor’s or higher level degree in a related field preferred.
Advanced skill using Oracle Primavera P6, including detailed coding, activity prioritization, resource leveling and custom reporting preferred.
