What we do:

This position is in the Colorado Department of Revenue, Firearms Dealer Division (FDD). The Policy Advisor IV will be responsible as a work leader over the analyst IV and legal assistant II for the Divisions legislative and rulemaking functions, internal and external stakeholder engagement initiatives, inter-agency and interstate coordination, policy guidance and research, development of policies and procedures, and statutory reporting requirements. The Policy Advisor IV will make limited decisions directly affecting granular and rulemaking concerns alongside the FDD deputy director and director. Policy Advisor IV will be expected to exercise independent judgment and decision-making when drafting language and potential approaches to policy issues. The Policy Advisor IV will liaise with the Colorado Attorney Generals Office on legislative rulemaking and policy issues for DOR/FDD while keeping track of administrative actions, position statement requests, or bulletin drafting and review.

Job Duties:

Legislation:

Review proposed legislation and provide ongoing analysis, technical expertise, and development to fiscal note responses.

Research, analyze, report on, and make recommendations regarding the division-wide impact and implementation of proposed legislation.

Coordinate outreach to other states, state agencies, law enforcement, academics, or federal agencies engaged in the research or regulation of Firearms and any other items the Division may regulate or have been tasked with researching to gather and evaluate available data, resources, and programs that may inform the Divisions policies and approaches.

Communicate responses to proposed bills, calculate fiscal notes, and prepare for implementation with any signed legislation.

Review and evaluate division implementation of legislation and rules to support process to ensure alignment with interpretation, identify areas requiring operational development, and provide analysis and recommendations to the division

director.

Rulemaking:

Coordinate rulemaking outreach, notifications, and publications, including leading the scheduling of and assisting with the facilitation of rulemaking or other stakeholder work group meetings and rulemaking hearings.

Ensure the timeline for filing with the Secretary of State rulemaking calendar has been completed, and all dates are scheduled in calendars with reminders.

This position will organize and ensure the hearing binder is accurate and complete.

Participate in document preparation before working group sessions, including PowerPoint presentations, agendas, and meeting notes. Draft new rules and revise them as needed.

Assist with developing talking points for rulemaking work groups, rulemaking and legislative hearings, and other public meetings.

Complete the annual Regulatory Agenda and Review Report for the EDO to send to DORA.

Support, as directed, identifying and coordinating opportunities for stakeholder engagement on statutory and rule implementation questions and legislative efforts.

Evaluate proposed rule amendments from other state agencies and stakeholders as well as internal proposals

Administrative Actions:

This position will engage with Firearms licensees regarding violations to determine their choice of administrative action they want to take, i.e., warning letter, assurance of voluntary compliance, stipulation, agreement and order, suspension, revocation, or administrative hearing.

Ensure all fines and executed administrative action documents are placed in the MYLO licensing file.

Work Leader:

As a work leader of the Analyst IV and Legal Assistant-ll this position will approve any leave, ensure all work assignments are completed accurately and meet timelines, monitor progress and workflow, check the product, schedule work, establish work standards and expectations, approve or deny requested training.

OPTION 1:

7 years of professional experience in a legal, regulatory, or public policy/administration field or a closely related field as determined by the Department.

OPTION 2:

3 years of professional experience in a legal, regulatory, or public policy/administration field or a closely related field as determined by the Department.

AND

Bachelor’s degree in a Liberal Arts degree such as Accounting, English, Economics, History, Philosophy, Public Policy, Policy Analysis, Political Science, Legal Studies, or Law.

Substitutions

Appropriate advanced education will substitute for the required years of experience on a year-for-year basis.

Preferred Qualifications:

The ideal candidate will possess the following skills:

Holds a professional certification or degree from the American Bar Association, a credited school.

Extensive knowledge of the legislative process and drafting fiscal notes

familiarity with the Colorado Administrative Procedures Act

Strong analytical and research skills

Ability to interpret and apply complex regulations and policies

Ability to work under pressure to meet tight deadlines

Write concise and clear program and data summaries.

Advanced computer skills using MS Office Suite, Google Suite, Chrome, West law, Lexis Nexis Web access programs

Strong interpersonal and communication skills

Conditions of Employment with the CDOR :

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment.
