The Idaho Department of Health and Welfare, Division of Welfare has an exciting opportunity for aChild Support Legal and PolicyProgram Specialist to perform legal and policy functions for the Child Support program located inBoiseat the Child Support Bridger office. The position will work closely with the Deputy Attorney General (DAG) and Special DAGs and perform a variety of administrative duties in support of attorneys and support staff and requires an individual who has family law legal experience and/or strong child support knowledge.

We are seeking applicants who have strong organization skills, critical thinking skills, strong written and verbal communication skills and problem-solving abilities. Incumbents will ensure high-quality process development to effectively maintain and improve operational supports for Child Supports internal and external customers.

This position may be eligible for telework after successful completion of probation.

EXAMPLE OF DUTIES:

Review, draft and file legal pleadings and responses to both attorneys and Courts.

Interpret, apply and explain complex information such as regulations, policies or services.

Research and consult with program attorneys, as needed, and communicate with program management on all program legal functions for the purposes of improving program performance and service.

Identify issues and opportunities for efficiencies in operations and recommend automated and process solutions.

Analyze current processes and procedures to ensure efficiency in business practices and compliance with program requirements.

MINIMUM QUALIFICATIONS AND SPECIALTY MINIMUM QUALIFICATIONS:

You must possess all the minimum/specialty minimum qualifications below to pass the exam for this position. MINIMUM QUALIFICATIONS:

Experience developing, recommending and/or evaluating policy and procedures and recommending changes.Typically gained by approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.

Experience developing technical written materials such as policies, technical manuals or rules/regulations.Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar.

Experience providing technical program assistance to staff.Typically gained by at least one year experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff.

SPECIALTY MINIMUM QUALIFICATIONS:

Experience processing benefits in an automated system.Typically gained by one year of work experience such as Idaho Benefit Eligibility System (IBES), OR experience processing child support cases.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

Experience in performing administrative or legal duties.Typically gained by at least one year of professional experience working with one or more of the above roles.

Experience communicating verbally and in writing detailed analysis of issues and making recommendations and changes in business processes in a business setting. Typically gained by at least one year of experience in a business setting providing analysis of processes and procedures and making recommendations and changes to process, automated tools, policy and procedures to make business improvements.

Experience in interpreting and applying federal, state and administrative rules and policies. Typically gained by at least one year of experience in a business setting providing interpretation of rules and policies and making recommendations on case-based decisions.
