BENEFITS SPECIALIST

COMPTROLLER DEPARTMENT

Summary:

Administers the fringe benefit programs for the Citys general, police and fire employees and retirees. Administers and maintains programs that consist of group health insurance, retiree health benefits, COBRA, and life and disability insurances. Ensures privacy of protected health information as mandated under HIPAA. Enrolls new employees and submits changes in coverage. Works closely with Citys insurance consultants and insurance providers. Explains benefit programs to employees and dependents. Investigates and resolves benefit related questions. Calculates employee deductions for benefits and resolves discrepancies. Organizes yearly open enrollment and submits information to benefit plan providers and other plan administrators. Verifies and completes benefits enrollment forms, updates changes, and maintains related files. Produces and distributes various reports. Maintains accuracy of data required for IRS Form 1095 and coordinates form preparation annually. Coordinates the administration of employee wellness activities. Performs related work as required.

Qualifications:

Associates Degree with 2 years of relevant experience, or High School diploma with 4 years of relevant experience. Requires excellent interpersonal, written, and oral communication skills; intermediate level knowledge/computer skills in the use of financial management software, human resources systems, payroll systems, and Internet software, and expert level knowledge/computer skills in Microsoft Excel and Word processing software.

Work Environment and Physical Demands

: While performing the duties of this job, regularly works in indoor or office environment. The employee is regularly required to sit and talk or hear, and occasionally required to stand and reach with hands and arms. Must occasionally lift and/or move up to 10 pounds. Reasonable accommodations may be made.

Work Hours and Classification:

37.50 hours per week, Monday through Thursday 8:00 a.m. to 4:30 p.m., and Friday 8:00 a.m. to 1:30 p.m., full-time position.

Salary

: $30.66/hr. (Increases to $33.48 @ 6 months, and $33.91 @ 1 year).
