Responsibilities The primary purpose of this position is: To serve as the ACC focal point for all ACTS O&M program management and quality assurance issues and liaison to 13 Fighter Wing (FW) quality assurance evaluators (QAEs) with direct oversight of2 personnel (one at DORs Eglin AFB Operating Location and a second at DORs Hill AFB Operating Location), Provides standardized ACTS O&M programmatic guidance and policy advice on ACTS funding issues, contract execution issues, ACTS aircraft integration issues, Depot support, quality and management planning, and bed-down issues for future ACTS. OPERATIONS & MAINTENANCE CONTRACT MANAGEMENT CONTRACT IMPROVEMENT QUALITY ASSURANCE OVERSIGHT ACTS EQUIPMENT PROCUREMENT Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Which includes extensive technical knowledge of aircraft capabilities, air-to-air training requirements, weapons employment parameters, ACTS computer system capabilities and limitations, radio equipment, flight and ground safety, all assigned systems and equipment configuration, operating characteristics for air-to-air range operations. ACTS system modification procedures, security practices, and skill in applying this knowledge to plan and develop future operations and a quality assurance surveillance plan for evaluating contractors performance. Technical knowledge/capability to prepare SOW and QASP to support assigned equipment. Major equipment/systems include, but is not limited to, the Common CCS, JDS, NACTS RSI, AMODSM, P4RC phase I and phase II. Expert technical working knowledge of ACTS equipment, range equipment, specialized inspections and test equipment and configuration control. Skill in applying this knowledge to planning future year ACTS operations and developing quality assurance surveillance plans for evaluating contractors performance. Superior knowledge of quality assurance/control concepts, principles, practices, methodology, and skill to plan, develop, and implement quality assurance surveillance plans to evaluate the contractors compliance to contractual quality requirements at the highly complex ACTS working areas, bomb and gunnery ranges, and electronic combat training environment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of computer programs, systems, and hardware required for base maintenance support functions; Knowledge of operation, maintenance and support of the ACTS systems/equipment for most subsystems. Knowledge of Software Support Activities capabilities and limitations; Knowledge of aircraft (capabilities) for utilizing all systems associated with ACTS. Knowledge of program planning, Government funding, and billing procedures for local purchases and reimbursements; Knowledge of quality assurance principles, practices, and procedures, to include acquisition planning. Skill in communicating effectively, both orally and in writing, in training subordinates, and in developing productive interpersonal relationships; Ability to manage and supervise all operations and maintenance contract functions for ACTS. Ability to interpret specialized documentation and descriptions pertaining to ACTS equipment; Ability to monitor inventories required to support and maintain ACTS operations. Ability to conduct and record surveys and inspections and evaluate findings; Ability to develop data collection techniques, analyze data and reports, and make decisions based on facts; Ability to justify, defend, and negotiate governmental issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
