Deputy County Manager

TORRANCE COUNTY

– Independently plans and performs work assignments, provided by the County Manager.
– Consults with the County Manager to alert him/her of situations and to seek guidance.
– Assesses County needs and effectiveness, efficiency, and customer service in terms of accomplishing goals and objectives and achieving customer satisfaction.
– Assists in the development and implementation of County plans, goals, and policies and ensures that County departments comply.
– Assists in oversight responsibility for Board of County Commissioner (BCC) agenda preparation as it relates to activities performed by assigned Departments including preparation and review of reports to the BCC.
– Stays abreast of new trends and best practices for County management and administration.
– Receives, investigates, and resolves difficult and sensitive complaints or inquiries from the public concerning County operations.
– Effectively plans, organizes, directs, coordinates, and administers the activities and programs through subordinate staff.
– Attends meetings with the County Manager or on the County Managers behalf.
– May represent the County Manager at meetings during his/her absence.
– Acts as County Manager in his/her absence.
– Maintains knowledge of current Federal, State, and Local rules and regulations and professional best practices through such means as attending seminars, reviewing professional publications, taking classes, and participating in professional development activities.
– Maintains a department that is progressive, modern, and fully compliant with all applicable government standards and regulations in its approach to delivering services.
– Demonstrates continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
– Integrates financial operations and quality assurance.
– Ensures business/financial operations comply with County, State, and Federal requirements, and general Accounting Principles.
– Recommends modifications to departments programs based on business and financial analysis. Assists Department Heads in developing, administering, and monitoring programs.
– Interprets and recommends policies to the Department Heads.
– May present information and requests to the Board of County Commissioners.
– Complete special assignments for the Board of County Commissioners.
– Under the direction of the County Manager, appears as the County representative when working with other agencies and establishes and maintains positive relationships with other County departments and state agencies.
– May negotiate contracts and agreements with representatives of other governmental agencies and businesses.
– Assists with the development and administration of departmental goals, objectives, and procedures.
– Maintains a high level of professionalism.
– Will be required to travel for conferences and trainings.
– May be required to work evenings, Fridays, and weekends.
– Other duties as assigned.
