Summary The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNIs) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management. Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation. Advise IC and ODNI senior leadership on the development, implementation, and management of complex HR programs, and ensure that the programs are aligned with and directly support the organizations strategic mission objectives. Assists in leading a team of professional HR staff in the development and management of complex human resources projects and programs internal to ODNI, including HR Operations. Directly manage the day-to-day operations of the Group and set the goals and objectives for each subordinate element to meet mission requirements. Guide staff in planning, developing, and presenting expert, authoritative written and verbal briefings to senior-level customers on significant and complex HR issues; explain HR programs and processes to non-expert customers; and tailor programs, methods, and products to ensure alignment with customer needs. Oversee learning, employee development as well as the development and implementation of processes, tools, and technology required to achieve HR mission objectives and deliver services to the ODNI enterprise. Develop strategic and tactical plans to support HC program initiatives; plan, develop, implement, and evaluate HC programs in response to IC directives and/or mission requirements. Build strong relationships with key partners internal and external to HRM with whom the office can work to address current and emerging mission needs and improve mission delivery. Encourage and enhance DEIA throughout all phases of HR processes and services. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee. Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. Qualifications Mandatory Requirements: Extensive knowledge of HRM principles, concepts, regulations, and practices, and consultative skills sufficient to plan and manage HR functions for ODNI and//or IC programs. Extensive ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel. Demonstrated ability to represent HR and ODNI in a positive, proactive manner and ability to manage competing priorities while adhering to strict deadlines. Demonstrated program management, analytic, and critical thinking skills, including the ability to conduct program assessments, identify needs and requirements, and develop process improvement recommendations for the successful implementation HC programs. Demonstrated ability to listen to, clarify, and convey an understanding of others ideas, comments, and questions, and integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Demonstrated ability to communicate, both verbally and in writing, information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. At least five years of progressively responsible experience in HR. At least four years of leadership experience. Desired Requirements: Bachelors Degree. SHRM Certification.
