Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the LIVE VIRTUAL CONSTRUCTIVE TRAINING DIVISION, RANGE SYSTEMS ENGINEERING DEPARTMENT, RANGE SECURITY SYSTEMS BRANCH of NAVAL SURFACE WARFARE CTR CORONA DIV, located in Virginia Beach, VA. Responsibilities You will be responsible for analyzing command staff requests to authorize the disclosure/release of US Classified Military Information (CMI) and Controlled Unclassified Information (CUI) to foreign recipients. You will work closely with US Fleet Forces Command (USFFC) Foreign Disclosure Officer (FDO) to maintain currency on National Disclosure Policy (NDP) issues and revisions, Joint Staff Instructions, and senior official correspondence. You will ensure that information release is consistent with the USFFC commands Delegation of Disclosure Letter (DDL); the National Disclosure Policy Manual (NDP-1); and other pertinent policy directives. You will develop and maintain a continuing disclosure program requiring coordination and training with various commands Foreign Disclosure Representatives (FDRs) participating in joint exercises. You will review materials to determine if all disclosure criteria has been met and coordinate with various officials to resolve any potential problems. You will screen material prior to release to ensure that documents are releasable and follows relevant disclosure laws, regulations, and policies. You will provide advice to senior managers regarding appropriate classification levels and types of information to which attached Navy Personnel Exchange Program (PEP) foreign personnel may have access. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Implementing operational and informational security policies for the disclosure and release of classified information to foreign entities. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree. OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Successful completion of an LL.M. degree that is related to the position being filled. OR A combination of experience and graduate education as described above that equates to one year of experience. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12. This position is covered by the Department of Defense Priority Placement Program.
