Summary You will serve as a MARITIME OPERATIONS TRAINING AND EXERCISE MANAGER in the TRAINING, EXERCISING AND WARGAME DEPARTMENT of NAVY WARFARE DEVELOPMENT CENTER. Responsibilities You will oversee the planning, organization, and execution of the day-to-day operations of the MOC TET. You will lead, develop and deliver MOC training readiness and standardization efforts through a program of persistent, functional and collective training events. You will develop a formal and disciplined operational training continuum and readiness methodology to support the achievement of MOC standardization and certification. You will serve as the Operations Officer for the MOC TET, in which you will be responsible for planning, executing and institutionalizing a formal Navy training and exercise program for MOC’s at OLW. You will lead and provide technical oversight to a combined, diverse team of 20-25 functional area O-Ts/SME’s. You will manage current and future operations of the MOC TET for all activities directly related to the delivery of observations, training and readiness assessments to OL Fleet Commanders and MOC staff. You will ensure all MOC TET members participate in planning for achievement of division goals and objectives. You will apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effective. Requirements Conditions of Employment Qualifications To qualify for the MARITIME OPERATIONS TRAINING AND EXERCISE MANAGER, GS-0301-14 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with and detailed knowledge of the methodology, principles and procedures of Navy MOC operational construct, MOC training continuum, and other joint and service training programs. Experience managing the design of a training program for position specific skills, cross functional team (CFT) skills, organizational element training to ensure compatibility with other service and joint/CCDR level training. Experience with and mastery of knowledge of Joint and Navy operations, and interoperability at the OLW. Experience in operations as they apply from CCMD to the fleet MOC, and down to tactical level task forces. Experience with and mastery knowledge of Fleet Training, Fleet Training Programs, Fleet Response Training Plan (FRTP), Navy Mission, organization structure, and command relationships. Experience with and mastery knowledge of MOC Standardization. Experience with and comprehensive knowledge of observer/trainer processes.
