Summary This position is located in a Department of Veterans Affairs, Regional Office (VARO), Education Division. The Supervisory Veterans Claims Examiner is an integral part of the Education Division, and serves as a key technical advisor to the Veterans Claims Examiner (VCEs), Senior Veterans Claims Examiners (SVCEs) and Quality/Training Specialists (QTS) in the Regional Office. Direct supervision and technical oversight of team Assigns work and evaluates work performance Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for the completion of work Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and capabilities of employees Evaluates work performance of subordinates, give advice, counsel, or instruction to employees on work and administrative matters Interviews candidates for positions in the unit, recommend appointment, promotion reassignment Hear and resolve complaints from employees, referring group grievances or more serious complaints to a higher level supervisor Effect minor disciplinary measures, such as verbal or written warnings, reprimands, recommending other action in more serious cases Identifies developmental and training needs of employees, providing or arranging for needed development and training. Manages workload during both routine and peak claims processing periods Facilitates productive discussion with VA personnel, school officials, and other interested parties by phone, face to face and at national meetings and conferences. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 (or higher) and the promotion potential of your current position must be at least GS-13. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-13 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience adjudicating veterans benefits claims, interpreting and utilizing all of the complex laws, rules and regulations pertaining to veterans benefit entitlements. In addition, the applicant must demonstrate formal and/or informal leadership experience (e.g. lead, mentor, trainer or facilitator). Specialized experience may have been gained in the following positions: Lead Senior Veterans Claims Examiner, Education Quality and Training Specialist, Management Analyst or in a position that required you to adjudicate veterans benefits and gain knowledge of complex laws, rules and regulations pertaining to Veterans education benefit and entitlements. Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise, manage and mentor other employees. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
