Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-OC. Responsibilities Provides authoritative advice, operational guidance and program decision-making in support of Command-wide Network Operations infrastructure administration. Directs changes to the Commands network infrastructure architectures based on Department of Defense (DOD) and Defense Information Systems Agency (DISA) standards and policies, and HQ objectives and priorities in the Information Technology area. Supports the planning, coordination, integration, and execution of threat informed intelligence driven hunt operations across the organization. Performs the full range of first level supervisory duties, managing a staff of subordinates, setting priorities and scheduling work completion within the branch. Participates in the commander’s decision-making process and contributes to the execution and assessment of current operations. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Attention to Detail-experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. Customer Service-developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs . Oral Communication-briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience. Problem Solving-identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions. AND Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: experience in a network operations center (NOC), Information Technologies (IT), project management and directing, coordinating, planning and execution of operations, management and technical networking requirements, communicating and providing guidance related to incident reports, and supervising and management of employees. Additional Information This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. This position is subject to completion of 1 year probationary period for assignment to a supervisory position. This position has been designated as “Mission Essential.” Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency. This is an obligated position with DISA to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). When a position is obligated to an employee it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis.
