The North Country Workforce Development Board (NCWDB) oversees the workforce development system in Clinton, Essex, Franklin, and Hamilton counties. The organization administers the Workforce Innovation and Opportunity Act (WIOA), One Stop Operator System (OSOS), Adult, Dislocated Workers (DW), In-and-Out-of-School Youth funds to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.
The NCWDBs focus is ensuring that every individual and employer in the North Country has access to the skills they need to work in; and support a robust economy. We achieve this by providing our customers access to a system-wide knowledge of workforce best practices that includes partnerships with WIOA-mandated services, superior and individualized customer service and a leadership approach to support progress through innovation.
The NCWDB also has a partner organization with a separate Board of Directors, the North Country Workforce Partnership, Inc. (NCWP). The NCWP is a 501(c)3 organizations whose purpose is to support the NCWDBs activities through grants, real estate, and other workforce development-related activities.
POSITION
The Executive Director is a senior-level, full-time position who reports to the NCWDB Executive Committee and the NCWP Board of Directors. The person is responsible for the day-to-day administration of both the NCWDB and NCWP and its staff; including fiscal oversight for WIOA and the NCWP, One Stop Operator System (OSOS), WIOA program compliance, meet NYSDOL compliance requirements, manage WIOA contractors and their activities related to WIOA Title I (Adult, Dislocated Worker, Youth In-School, and Youth Out-of-School) and oversee NCWP-related activities such as leases and contracts.
The person is responsible for workforce development advocacy, developing innovative programs for the NCWP to complement the NCWDBs work; develop, recommend, and implement the strategies and goals of the NCWDB and NCWP.
Additionally, the Executive Director is responsible for the administration of the NCWP which entails managing tenants, leases and activities pertaining to two buildings Clinton County, 194 U.S. Oval, Plattsburgh, NY & Franklin County, 158 Finney Blvd., Malone, NY.
Bachelors degree with (5) five years of experience in WIOA Title I grants Workforce Development, Economic Development or Human Services fields and with at least (5) years in a supervisory or management position.
A combination of education and experience equal to or greater than described above may also be accepted.
This is a senior-level position that includes a competitive salary based on experience as well as a generous benefit package.
