Summary You will serve as a FOREIGN DISCLOSURE OFFICER in the DOCTRINE AND INNOVATION DIRECTOR THIRD SUBDIVISION of NAVINFOWARDEVCEN NORFOLK. Responsibilities You will plan, schedule, coordinate, execute, and monitor the effectiveness of the Foreign Disclosure (FD) program. You will devise and execute policy and procedures concerning the National Disclosure Policy (NDP), foreign visits and certifications, and multinational programs, projects, and ventures. You will serve as a negotiator, representative, and an authoritative source on NDP issues and revisions. You will recommend, interpret, and apply the U.S. Department of Defense’s (DOD’s) and the Department of the Navy’s (DON’s) policies. You will provide guidance on U.S. classified military information (CMI) and controlled unclassified information (CUI) disclosure and release to foreign recipient. You will ensure that each release is consistent with the command’s Delegation of Disclosure Letter (DDL) and the National Disclosure Policy Manual (NDP-1). You will control and influence international security and a wide range of other factors that affect foreign partner participation in operations and exercises. You will develop and maintain a competent disclosure program requiring coordination with, and training for, the command’s numerous foreign disclosure representatives (FDRs). You will initiate actions, receive requests from various divisions, and review materials to determine if all disclosure criteria are met. You will determine the propriety of the disclosure of information to foreign governments. You will assist in the management, development, revision, and maintenance of Naval IW doctrine. You will ensure naval doctrine is current and compatible with fleet employment and capabilities, and reflects joint, multinational, and Service doctrine. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying expert knowledge of National Disclosure Policy (NDP), DOD, DON, and command policies, regulations, and procedures that govern disclosure of classified information to foreign entities. Experience ensuring the release of classified and controlled unclassified information to foreign recipients consistent with the National Disclosure Policy, disclosure laws, and other pertinent directives. Experience advising command leadership, as required, on the validity of requests; and reviewing documents, pictures, equipment, and data proposed for release. Experience identifying and supporting training opportunities for the commands Foreign Disclosure Representatives to ensure that they are knowledgeable on the process to release information to foreign recipients. Experience assisting with the management, development, revision, prioritization, and maintenance of naval information warfare doctrine and doctrinal publications. Experience conducting research, data collection, and analysis to support the release of information, the development and validation of doctrinal publications, and to capture lessons learned and best practices.
