Job Description

Northrop Grumman Mission Systems is seeking a dedicated Manager Supply Chain Programs 2 to join our team serving in a Program Subcontract Manager (PSM) role. The Program Subcontract Manager (PSM) will support the Power and Control Systems (P/CS) OU in Sykesville, MD. The PSM is responsible for major subcontractors and/or major subcontracted systems. The PSM directs and manages all cost, schedule and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system. They will act as the main focal point for the Program Management Office (PMO) for technical and subcontract performance of the supplier, related supply chain activities, and coordinates cross-functionally between external and internal stakeholders to ensure Supplier commitments are met, and that appropriate mitigation plans are developed and executed to address programmatic risks related to the major subcontractor. They will also act as the main focal point to the subcontractor; briefs executive management and customer on the status and issues affecting performance or cost; and conducts program reviews with the subcontractor and program office. The PSM is responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost accountability. The PSM makes decisions affecting the performance of the subcontractor. Establishes milestone objectives and manages performance to committed schedules and contractual specifications. The PSM will be the Supplier Management Team (SMT) lead for the planning, procurement and execution of key strategic subcontract suppliers. This position is located in Sykesville, MDand can accommodate a hybrid work schedule.

Responsibilities / Accountabilities (as the SMT lead):

– Leads SMT composed of engineers, quality and procurement personnel

– Defines scope requirements for each product or service to be procured and ensures alignment of content and supplier capabilities

– Defines and manages cost and schedule targets to achieve program and business objectives

– Performs as the total integrated product team (IPT) lead for key subcontract suppliers and the associated subcontractor procurements

– Determines the risk basis and value for the procured products and manages mitigation plans

– Coordinates/leads all supplier design, manufacturing, and program reviews, including the necessary levels of NGMS participation

– Functions as supplier Change Board interface for all anticipated, proposed, and released changes

– Ensures supplier compliance with all elements of the SOW and subcontract

– Ensures recovery plans are put in place for any / all erosion to schedule milestones

– Ensures accurate Estimates at Complete (EACs) and material receipt forecasts

– Leads solicitations for proposals, review of proposals, and supports supplier negotiations

Qualifications

Basic Qualifications:

Bachelor’s degree and a minimum of 8 years’ experience in supply chain/business management/ contracts/ program management, operations and/or closely related experience; OR a Master’s degree with a minimum of 6 years of related experience as discussed above.

3 years of experience as a team lead and/or management of people

Proficiency in MS Office Suite

Experience performing monthly earned value and risk and opportunity management for assigned programs

Demonstrated success in managing projects to cost, performance, and schedule requirements

Ability to create and maintain trusted relationships with internal and external customers

Demonstrated success in leading and developing cross functional teams

Willingness to travel

Preferred Qualifications:

Demonstrated experience in Control Account Manager (CAM) responsibilities

Demonstrated experience in major subcontractor management across different contract types (Cost Plus/Fixed Price)

Demonstrated understanding of specifications, drawings & supplier statements of work (SOWs)

Demonstrated experience managing technical specifications, drawings and manufacturing process instructions

Demonstrated experience in proposal and estimation work

Proficiency in the use of SAP

Masters Degree in a Business or Technical field

Active Secret Security Clearance

Strong organizational and interpersonal skills to communicate effectively verbally and in writing, with all levels of management and individual contributors

Strong leadership, communication, and collaboration skills amongst a diverse set of stakeholders

Salary Range: $131,800 – $197,600

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
