Job Summary
Under general supervision, the Environmental Health Specialist II will perform inspections and related regulatory functions to reduce the hazard to the public from environmental health hazards. The Environmental Health Specialist II is a senior professional position that will be expected to have significant experience and provide technical and legal support to other Environmental Health Specialists. Duties may include food safety, child care facilities, adult foster care, body art, swimming pools, recreational facilities, medical marijuana care centers, and other regulated establishments. Will also include investigation of food borne or environmental vector disease outbreaks. Will be assigned primarily to the Food Safety or Environmental Health Program, but will be expected to be able to handle a variety of duties.

Essential Duties and Responsibilities (may perform other duties as assigned)
Senior Professional responsibilities:
Serves as a support resource for Environmental Health Specialists.
Coordinates projects, programs, or committees.
Researches and develops improvements to existing programs.
Environmental Health and Food Safety
Helps prepare for State of Michigan public health accreditation.
Inspects public facilities including child care, adult foster care, swimming pools, recreation facilities, body art, food service establishments, medical marijuana care centers and other regulated facilities to ensure compliance with applicable city, state, and federal regulations.
Ensures correction of hazards identified.
Discusses findings and provides education, interpretation of regulations and recommendations to facility owner or representative, and ensure correction of sanitation hazards identified.
Identifies and researches environmental health hazards to public health.
Educates the public and businesses on environmental health and food safety issues.
Writes reports to adequately explain food safety or environmental hazards to a range of audiences.
Conducts preliminary inspections, monitors new facilities during construction and performs final inspection upon completion.
Illness and complaint Investigation
Participates in enforcement activities.
Investigates possible food, water or environmental vector illness outbreaks.
Investigates complaints from the public.
Performs aesceptic collection of stool and other samples.
Education and Training
Educates the public, businesses, government and private agencies on environmental health issues.
Develops educational materials to explain and raise awareness on food safety or environmental hazards to a range of audiences.
Coordinates and promotes continuing education to keep up to date on regulatory trends, changes, and initiatives.
Stakeholder Engagement
Collaborates with other agencies to improve the health of the public.
Serves on committees, special project teams, or task forces as assigned.
Minimum Qualifications
Qualifications (required):
Bachelor’s degree in public health, biology, chemistry, physics, natural science, environmental science, food science, or a related field with at least 30 hours of science (biology, chemistry, physics, or statistics).
At least three (3) years’ of experience in environmental health, food safety, investigating foodborne or environmental illness outbreaks and/or plan review.
Registered Sanitarian/Registered Environmental Health Specialist (National Environmental Health Association or State of Michigan). If the candidate is a State of Michigan Standardized Trainer, then they may be hired but must obtain the Registered Sanitarian/Registered Environmental Health Specialist Certification within 12 months of hire.
Completion of emergency preparedness training (to include, but not limited to FEMA IS Courses 100, 200, 700 and 800) within 90 days of hire is required for this position.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Qualifications (preferred):
Bachelor’s degree in environmental health or food safety.
Master’s degree in environmental health, food safety, public health, or a related field.
Experience as a Plan Review Officer, Standardized Trainer, or investigating foodborne or environmental illness outbreaks, especially in an urban environment.
Knowledge, Skills, and Abilities:
Knowledge of environmental health and food safety principals, statistical methods, food safety
Skill in computer literacy with primary software programs such as Microsoft Office.
Skill in strong analytic and assessment skills.
Skill in strong leadership skills.
· Ability to demonstrate excellence in verbal, written, and public communication skills.
Ability to work well with local, state and federal personnel, health care professionals, establishment owners, management, employees, and the general public.
Ability to identify, interpret, and enforce public health law, ordinances, and policies related to specific food safety and environmental health.
Ability to work with a wide variety of people and temperaments.

Licenses, Certifications, and Other Special Requirements:
State of Michigan Operator license is required with appropriate insurance coverage and reliable vehicle – Department is not responsible for out of pocket costs beyond mileage reimbursement.
Certification in Incident Command Structure, crisis management, and participation in public health emergency preparedness activities in real or simulated emergencies, preferred.
Candidates considered for placement in this classification may be subject to a Criminal Background Investigation based on the requirements of the position
Supplemental Information
Physical Demands
Work involves walking in a variety of areas including uneven terrain, bending over or crouching to look under items, lift and carry a variety of equipment weighing 30 or more pounds, climbing stairs and ladders on occasion, and working in a wide variety of environmental conditions.
Work Environment
Work involves both office and field assignments, including attending meetings, interior and exterior inspections of dwelling and commercial or industrial establishments. Some exposure to video display units. Job will include some weekend and extended work hours. Will involve working and travelling within a complex urban environment. Employee is subject to activation for emergency response on short notice. Participation in emergency preparedness exercises is required for this position. Response during a public health emergency event is required for this position, including duties not normally performed.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
– At age sixty (60) if you have at least ten (10) years of service, or
– At age sixty-five (65) with eight (8) years of service.
