Summary About the Position: US ARMY MILITARY DIST OF WASHINGTON THE ARMY AVIATION BRIGADE S4 SECTION FORT BELVOIR, VA Responsibilities Projects assigned require the application or adaptation of established methods, precedents and sound practical judgment in multi-discipline engineering work. Ensures minimum safety standards for planning, developing, and designing new airfield facilities. Complies with health, safety, environmental rules and procedures and performs duties in a manner that enhances the safety of the work environment. Ensures Federal and local codes concerning health, safety, and environment are strictly adhered to in planning, programming, design and construction of airfield related and real property facilities. Specialized Experience: One year of specialized experience which includes direct planning for the modernization of military airfield and support facilities; utilize regulations to ensure compliance of standards of military construction (MILCON); and assist with general engineering work to provide guidance on project management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Engineering and Technology Project Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted. Position has been designated Key (2): This position has been identified as being a Key and Mission Essential position and has been designated under the provisions of AR 690-11, Mobilization Planning and Management. A Key position is defined as any Army position that cannot be vacated during a national emergency or mobilization without seriously impairing the capability of their agency to function effectively. Because of the essential nature of these positions, the Secretary of the Army, or his designee, shall designate such positions as Key positions and shall require that they not be filled by members of the National Guard, Ready Reservists, or military retirees with recall obligations.
