Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Manager (Assistant Program Manager Acquisition) position is assigned to the Project Manager Def Cyber Ops Office, located in Fort Belvoir, VA. Responsibilities Maintains direct channel communications with system users and the user community. Exercises management control of all functional inputs to the program. Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies. Establishes priorities, maintains and controls all project milestones and takes necessary action to ensure that all milestones are met or that workarounds are in place to counteract schedule problems. Evaluates pertinent data from points of contact to provide ready, accurate and complete response to inquiries on the status of all assigned programs from Congress. Ensures that open communication exists between core and matrix support personnel and their counterparts in associated programs, so that maximum interoperability and parts commonality is achieved with all related systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Analyzing various software cost and licensing models/options to determine best value. Leading the negotiation and contract management of large-scale, enterprise-wide volume purchase software agreements. Proactively strategizing with internal and external technical subject matter experts to understand the needs of the customer. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone–no substitution of education for experience is permitted.
