General Function
Under the supervision of the Director, the Fiscal and Administrative Manager – Center for Resource Planning and Management ( CRPM ) is responsible for the accounting, purchasing, and fiscal management functions of the Center for Resource Planning and Management ( CRPM ) and the Southwest Missouri Council of Governments ( SMCOG or the Council) and related organizations and clients. The Fiscal and Administrative Manager – CRPM manages the Southwest Missouri Revolving Loan Fund ( RLF ), assists with meeting facilitation, assists with day-to-day office operations, and supervises administrative staff. The Fiscal and Administrative Manager – CRPM works closely with other staff members, student interns, outside agency staff, CPAs, and advisory boards and committees to fulfill essential duties and other duties as assigned by supervision.
Description of Primary Duties
Manage fund accounting for 30 project funds and federal grant programs.
Monitor project and program budgets to ensure fiscal responsibility, efficiency, and transparency.
Provide financial reports to federal and state agencies, the SMCOG Board of Directors, University Administration, and lead staff members.
Process monthly payroll and labor redistributions.
Professionally represent CRPM and SMCOG in various settings.
Participate in peer fiscal management groups to coordinate successful statewide program delivery.
Minimum Acceptable Qualifications
Education: A Bachelor’s degree is required. A degree in accounting or related field is preferred.
Experience: At least two years of relevant experience is preferred. Supervisory experience is preferred.
Skills: Knowledge of and aptitude with accounting procedures, tested and proven clerical aptitude, and the ability to operate a 10-key calculator and perform data entry on a personal computer are required. A strong working knowledge of word processing and spreadsheet applications is required. A working knowledge of or the ability to learn and use database applications, the administrative business system or enterprise resource planning system, and other systems or applications that may be used within the University or department is required. The ability to maintain moderately complex filing systems and records and make mathematical calculations is required. The ability to maintain departmental financial records and accounts and prepare financial reports is required. Ability to review loan applications, compile loan service documents, and process loan payments is required. Strong verbal and written communication skills are required. The ability to read, interpret, and follow state and federal program guidelines is required. The ability to work with minimal supervision, meet deadlines, and work efficiently in non-routine situations is required. Ability to professionally represent the organization at important events, functions, or meetings is required. The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds is required. Knowledge of and experience with GMS accounting software is preferred. Experience with Banner and ARGOS software is preferred. Knowledge of and experience with QuickBooks is preferred.
