Summary This position is located in BLM New Mexico State Office, Oklahoma Field Office in the Division of Resources. Responsibilities This position is assigned as a first-level supervisor in the Bureau of Land Management (BLM), New Mexico State Office, Oklahoma Field Office/Division of Resources/Branch of Natural Resources. The incumbent is responsible for ensuring the proper application of natural resource management and environmental science principles in the execution of a comprehensive surface protection and compliance program, and supervising up to 5 NRS directly. Plan the work to be accomplished by subordinates which includes setting priorities and schedules for completion of work. Make decisions and recommendations that affect the timing and how fluid minerals exploration, and development activities are carried out on public surface and subsurface lands. Conduct on-site inspections for well sites, pipelines, roads, and/or facilities. Review Notices of Staking (NOSs) and Applications for Permit to Drill (APDs) for compliance with various regulations orders. Compile the necessary biological reports to complete National Environmental Policy Act (NEPA) for fluid minerals and development. Coordinate work efforts, provide and exchanging information, discuss stipulations, laws, and regulations, resolve problems, and collaborate with representatives of industry and other agencies to negotiate, recommend, and/or coordinate work problems. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirements: Degree: Successfully completed a bachelors degree or higher from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: Courses equivalent to a major study, as shown in the above statement, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. AND In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: To be eligible for this position at the GS-12 grade level, you must possess the following: One full (1) year of specialized experience comparable in scope and responsibility to the GS-11 level or higher in the Federal service (or private sector equivalent). The experience includes knowledge of the principles and theories of natural resources management. This specialized experience includes (1) interpreting NEPA laws, regulations, policies, and guidance for specific land and resource management programs and projects; (2) providing recommendations for the permitting, development, inspections and abandonment of oil and gas production facilities; (3) planning systems, compliance, environmental analysis, budget and public outreach for an organization; (4) directing the activities of natural resource professionals by establishing work schedules and priorities; (5) processing energy related surface use applications including applications for Permit to Drill (APD) reviews and sundry notices. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate schools definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Additional Information Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Physical Demands: The work varies from principally sedentary in completing office phases of the duties assigned to performing field work. May be required to walk or drive a four-wheel drive vehicle or all-terrain vehicle (ATV) into remote or otherwise inaccessible areas. Average agility and dexterity is required by the position. Working Conditions: Work is in three principle settings: a) office, b) travel to isolated locations, and c) inspection sites where protective clothing and safety precautions are required, subject to work around heavy construction equipment and dust. Office work will often involve abnormal stress situations involving completion of priority work pursuant to the requirement to meet short deadlines or to deal with multi-tasking or complex resource issues. Field work may include walking and driving motor vehicles over rough terrain in all kinds of weather ranging from below freezing to over 100° F. There will be travel and time spent away from the Field Office to attend training and/or coordination meetings. The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
